价值、制度、角色:人民政协利益表达功能的结构分析

【摘要】：价值、制度、角色构成人民政协利益表达功能的三重结构。在价值层次,中国传统文化与马克思主义价值观是建构政协利益表达功能的文化基础。制度层次包括两个方面:一是宏观制度结构,具体包括作为最广泛爱国统一战线组织、作为共产党领导的多党合作与政治协商制度的组织形式、作为社会主义协商民主的重要载体与作为国家治理体系的重要组成部分四大结构;二是微观制度结构,具体由政治协商、民主监督、参政议政三大基本职能背后的机制机理构成。角色层次则包括委员的个体性角色与界别的集体性角色。角色录用、构成等对政协利益表达功能发挥产生重要影响。
[Abstract]:Value, system and role constitute the triple structure of the interest expression function of CPPCC. At the value level, Chinese traditional culture and Marxist values are the cultural basis of constructing the function of expressing the interests of the CPPCC. The institutional level includes two aspects: first, the macro institutional structure, including the organizational form of the system of multi-party cooperation and political consultation under the leadership of the Communist Party as the most extensive patriotic United front organization. As an important carrier of socialist deliberative democracy and as an important component of the national governance system, the four major structures; second, the micro institutional structure, which is specifically supervised by political consultation and democratic supervision. The mechanism and mechanism behind the three basic functions of participating in politics and discussing politics. The role level includes the individual role of the member and the collective role of the sector. Role recruitment, composition of the CPPCC interests to play an important role in the expression of the function.
