河北省城镇居民养老服务体系运行现状与对策研究

【摘要】：城镇居民的养老服务需求逐步向多样化与复杂性等特点所发展,不同性别、收入阶层以及年龄层对养老服务的需求存在着显著差别。因此,依照老年人不同的养老服务诉求为基础来研究养老服务体系有着重大意义。当前我国所施行的养老服务体系以居家养老为基础,社区服务为依托,机构养老为补充。但我国目前的养老保障机制相对来说还不健全或是不够完善,养老服务体系在发展的过程中也存在着许多不足,随着社会养老覆盖面的不断扩大,与其相配套的服务政策和服务体系建立尚不完善,养老服务存在着许多待解问题。河北省是人口大省,人口分布不平衡,老龄人口逐年增加,经济的发展远远滞后于人口老龄化的发展。人口老龄化形势日益严峻,养老服务供需矛盾日益突出,在河北省改革发展的进程中养老问题已成为其不可避免的全局性、战略性问题。本文主要通过剖析河北省人口老龄化现状及对养老保障的影响,梳理河北省社区养老服务及机构养老服务的发展和管理情况、并通过分析养老服务体系发展进程中存在的问题及原因来摸索完善养老服务体系建设的相关对策,从而建立起一个组织健全、制度完善、规模适度、监管到位、运营良好、服务优良、可持续发展的养老服务体系,一方面使其与老年人需求相适应,另一方面又保证其与河北省经济发展水平相协调,最终达到促进社会安定和谐,维护老年人尊严和提升老人的生活质量的目的。全文通过五个部分阐述了河北省养老服务体系建设问题。第一部分即绪论指出了本文的选题背景和意义、总结归纳了国内外研究现状、论述了研究思路、研究方法和创新点;第二部分概述了人口老龄化和养老服务的相关概念及其理论基础;第三部分介绍了河北省老龄化及养老服务体系的现状;第四部分是涵盖文章创新点的重要部分,指出河北省养老服务体系建设进程中所存在的问题并分析其产生的原因;最后一部分在高度结合河北省的自身状况,整体上把握河北省养老服务体系的发展脉络的基础上,提出了人口老龄化背景下完善河北省养老服务体系今后的努力方向及发展构想。
[Abstract]:The demand for old-age services of urban residents gradually develops to the characteristics of diversification and complexity. There are significant differences in the demand for old-age services among different sexes income classes and age groups. Therefore, it is of great significance to study the pension service system based on the different demands of the elderly. At present, the old-age service system in China is based on home pension, supported by community service and supplemented by institutional pension. However, the current old-age security mechanism in our country is still relatively imperfect or not perfect, and there are many deficiencies in the development of the old-age service system, along with the continuous expansion of the coverage of social pension. The corresponding service policy and service system are not perfect, and there are many problems to be solved. Hebei Province is a large province with unbalanced population distribution and an increasing aging population. The economic development lags far behind that of the aging population. The aging situation of the population is becoming increasingly severe and the contradiction between the supply and demand of old-age services is becoming increasingly prominent. In the process of the reform and development of Hebei Province, the problem of providing for the aged has become an inevitable overall and strategic issue. By analyzing the current situation of population aging in Hebei Province and its influence on pension security, this paper analyzes the development and management of community old-age service and institutional old-age service in Hebei Province. And through the analysis of the problems and reasons in the development process of the old-age service system to explore the relevant countermeasures to improve the old-age service system construction, so as to establish a sound organization, perfect system, moderate scale, supervision and good operation. The old-age service system with excellent service and sustainable development, on the one hand, adapts it to the needs of the elderly, on the other hand, ensures its coordination with the level of economic development in Hebei Province, and finally achieves the goal of promoting social stability and harmony. The purpose of maintaining the dignity of the elderly and improving their quality of life. This paper expounds the construction of pension service system in Hebei Province through five parts. The first part, the introduction, points out the background and significance of this paper, summarizes the current research situation at home and abroad, discusses the research ideas, research methods and innovative points. The second part summarizes the related concepts and theoretical basis of aging population and old-age service; the third part introduces the current situation of aging and old-age service system in Hebei Province; the fourth part is an important part covering the innovation of the article. The paper points out the problems existing in the process of the construction of the pension service system in Hebei Province and analyzes the reasons for its emergence. The last part is based on the combination of the situation of Hebei Province and the overall understanding of the development of the pension service system in Hebei Province. This paper puts forward the direction and development of improving the pension service system in Hebei Province under the background of aging population.
