非盟地区治理:非洲相互审查机制探微

【摘要】：非洲互查机制是"非洲提出、非洲拥有和非洲推动"的集体自治机制,是非洲地区治理框架的重大创新。该机制诞生15年来,在促进既定方案的有效实施、提炼非洲治理的"最佳做法"、研判非洲国家潜在危机和推动区域合作、实现集体自治与知识共享等方面取得了显著的成绩。在发展过程中,该机制也受到资金短缺、审查周期过长和执行力度不够等问题的困扰,一度濒临被放弃的边缘。2016年,非洲国家领导人重申了对非洲互查机制的承诺和支持,推动该机制进入了新的发展阶段,为其未来发展翻开了新的一页。未来,非洲互查机制将作为自主实体纳入到非盟体系之中,实现与非盟《2063年议程》和联合国《2030年可持续发展议程》的有效结合,有望在非盟体系内发挥更大的作用。
[Abstract]:The African Mutual Review Mechanism is a collective autonomy mechanism that "Africa proposes, Africa owns and Africa promotes." it is a major innovation in the governance framework of the African region. In the 15 years since its birth, the mechanism has made remarkable achievements in promoting the effective implementation of established programmes, refining "best practices" in African governance, examining potential crises in African countries, promoting regional cooperation, and achieving collective autonomy and knowledge-sharing. In the development process, the Mechanism was also plagued by funding shortfalls, lengthy review cycles and inadequate implementation, which was once on the verge of being abandoned. In 2016, African leaders reaffirmed their commitment to and support for the African Mutual Review Mechanism, Push the mechanism into a new stage of development and open a new page for its future development. In the future, the African Mutual Review Mechanism will be incorporated into the AU system as an autonomous entity, and the effective integration with the AU agenda 2063 and the UN Sustainable Development agenda 2030 is expected to play a greater role in the AU system.
