广州统战工作社会化的实践创新研究

【摘要】：随着我国经济社会的发展,中国的社会结构、经济结构、城乡结构、产业结构、阶层结构发生了重大变化,经济成分、就业方式、分配方式、组织形式日趋多样化,尤其是社会结构发生了前所未有的分化与组合,这对我国统一战线产生了深刻的影响,新时期统一战线也呈现新的特点。如何满足新社会阶层的政治利益诉求,如何发挥统一战线工作优势,为实现“中国梦”、为实现中华民族伟大复兴而不断凝聚人心和力量、为加强民族团结和维护社会稳定而调动一切积极因素成为统战工作迫切需要解决的问题。这要求统战领域必须创新工作方式,广州市进行的统战工作社会化的管理创新,就是适应新形势在工作形式上的改革和尝试。本文以广州统战工作社会化的创新实践为研究对象,在对广州越秀区和番禺区的统战工作实践进行调查研究的基础上,对广州统战工作社会化实践中存在的问题及其原因进行了分析。本文认为,统战工作社会化与社会管理创新相一致,统战工作社会化有助于彰显统一战线在中国特色社会主义建设中的独特的功能和优势。本文最后就完善统战工作社会化管理提出如下对策:1、体制方面:在社会主义核心价值体系的基础上,立足于示范区的规划,构建面向广州市统战工作未来中长期发展的顶层框架。2、机制层面:广州统战工作社会化要做到建立完善专门的机构和管理考核模式,要机制创新、管理创新和方法创新。3、技术层面:以信息技术为支撑,建立先进实用、覆盖面广、模式创新(网格化管理)的广州统战系统共享信息平台。
[Abstract]:With the development of China's economy and society, the social structure, economic structure, urban and rural structure, industrial structure and stratum structure of China have undergone major changes. Especially, the social structure has been divided and combined as never before, which has a profound influence on the United front in our country, and it also presents new characteristics in the new period. How to satisfy the demands of the political interests of the new social strata, how to bring into play the advantages of the United front work, how to realize the "Chinese Dream", and how to realize the great rejuvenation of the Chinese nation, In order to strengthen national unity and maintain social stability, mobilizing all positive factors has become an urgent problem to be solved in United front work. This requires us to innovate the way of work in the field of United front work. The management innovation of socialization of United front work in Guangzhou is the reform and attempt of adapting to the new situation in the form of work. This article takes the innovation practice of the socialization of the United front work in Guangzhou as the research object, on the basis of the investigation and research on the practice of the United front work in Yuexiu district and Panyu district of Guangzhou, The problems existing in the socialization practice of the United front work in Guangzhou and their causes are analyzed. This paper holds that the socialization of United front work is consistent with the innovation of social management, and that the socialization of United front work helps to highlight the unique functions and advantages of the United front in the construction of socialism with Chinese characteristics. Finally, this paper puts forward the following countermeasures to improve the socialized management of United front work: on the basis of the socialist core value system, based on the planning of the demonstration area, To construct the top-level framework for the future long-term development of the United front work in Guangzhou, the mechanism level: the socialization of the United front work in Guangzhou should establish and perfect the specialized organization and management examination model, and innovate the mechanism. Management innovation and method innovation. 3, technical level: based on information technology, the information sharing platform of Guangzhou United Front system is established, which is advanced and practical, has wide coverage and mode innovation (grid management).
