临沧市政协提案管理系统的设计与实现

【摘要】：近几年,临沧市发展速度较快,城市规模不断扩大,城市人口也在逐步增加。人口的增长也就促使人民群众之间问题的大量产生,这就间接造成提案数量的增加。在政协会议期间,大量的政协提案由政协委员们提出,提案的管理就会是一个非常棘手的问题。一份提案从政协委员的提出到会议的讨论,再到交付给承办单位以及协办单位进行处理,是一个非常复杂的过程。为了解决这个问题需要为临沧市设计一个符合临沧市政协实际状况的提案管理系统。临沧市政协提案管理系统是根据临沧市政协提案管理的实际情况,同时参考了当前国内外类似的提案管理系统,最终决定临沧市政协提案管理系统在技术上使用JAVA编程语言、B/S架构和SSH2三大框架,同时结合MVC的开发模式,数据库使用SQL Server 2012。临沧市政协提案管理系统主要实现了管理员管理业务、承办单位管理业务、交办单位管理业务、政协委员管理业务。管理员管理模块实现了委员管理、提案管理、会议管理、统计中心、系统设置、历届归档和讨论中心。委员管理包括录入委员、当前委员管理和历届委员管理。提案管理包括总提案列表管理、待审查提案、待交办提案、待答复提案、待评价提案、已办结提案、待重办提案、未立案提案。会议管理包括会议列表管理和会议添加。统计中心包括委员统计、提案统计、提案目录管理、办理情况。系统设置包括系统用户管理、界别管理、联络处管理、数据备份管理。历届归档包括届次管理、文件归档、历届查阅。讨论中心包括添加主题、主题列表管理、社情民意管理。承办单位管理模块实现了提案管理和讨论中心管理。交办单位管理模块实现了政协提案的统计。政协委员管理模块实现了个人中心管理、我的提案管理、我的会议管理和讨论中心管理。临沧市政协提案管理系统的使用,真正意义上实现了政府办公无纸化的工作理念,同时加快了提案的办理速度,缩短了提案的处理周期,使既符合实际又有利于人民群众的提案更好的造福于人民。
[Abstract]:In recent years, Linchang City has developed rapidly, the scale of the city has been expanding, and the population of the city has been increasing gradually. Population growth also promotes mass problems among the people, which indirectly leads to an increase in the number of proposals. During the CPPCC session, a large number of CPPCC members put forward a large number of proposals, the management of proposals will be a very difficult problem. It is a very complicated process from the proposal of CPPCC members to the discussion of the meeting, to the handing over of the proposal to the contractor and the co-organizer. In order to solve this problem, it is necessary to design a proposal management system that accords with the actual situation of Lincang political Consultative Conference. The proposal management system of the CPPCC in Lincang City is based on the actual situation of the proposal management of the CPPCC in Lincang City. At the same time, it refers to the current similar proposal management system at home and abroad. Finally, it is decided to use Java programming language B / S and SSH _ 2 in the management system of proposal of CPPCC in Lincang City. At the same time, SQL Server 2012 is used in database combined with MVC development mode. The proposal management system of the CPPCC in Linchang mainly realizes the management business of the administrator, undertakes the management business of the unit, hands over the management business of the unit, and manages the business of the CPPCC members. Administrator management module realizes committee management, proposal management, meeting management, statistics center, system setting, archiving and discussion center. The management of committee members includes the entry of members, the management of current members and the management of previous members. Proposal management includes general proposal list management, proposal to be examined, proposal to be submitted, proposal to be answered, proposal to be evaluated, proposal completed, proposal to be resubmitted, proposal not filed. Conference management includes meeting list management and meeting addition. The statistical center includes the statistics of the committee members, the management of the proposal catalogue, and the handling situation. System settings include system user management, sector management, liaison office management, data backup management. Previous archiving includes session management, file filing, and previous reference. Discussion centers include adding themes, topic list management, and social sentiment management. The management module of the undertaking unit realizes the proposal management and the management of the discussion center. The management module of the assigned unit realized the statistics of the CPPCC proposal. The management module of CPPCC members realizes personal center management, my proposal management, my meeting management and discussion center management. The use of the proposal management system of the CPPCC in Lincang has really realized the concept of paperless government office work, accelerated the processing speed of the proposal and shortened the processing cycle of the proposal. To make both realistic and conducive to the masses of the proposal to better benefit the people.
