鞍山养老机构医养结合式服务问题研究

【摘要】：机构养老是老龄化社会专业化养老的主要方式,但因机构单一的生活起居养老的照顾服务,以及照顾服务不能启动医疗保险报销等问题,又导致了养老与医疗分离的现实存在。应该说,“医”和“养”的结合,体现了医学资源和养老资源的融合,但由于医养结合服务方式起步晚,缺乏普遍认同的理论指导,而且实践积累较少,更缺乏理论对实践的经验诠释。本文以鞍山市实行养老机构医养结合的机构服务为主线,采用了调查研究的方法,通过对鞍山养老机构“医养结合”的现状进行了深入的分析,探讨了鞍山市医养结合服务的存在的主要问题是潜在需求与有效需求不足的矛盾问题,对此,笔者具体分析了政府对民间经办的养老机构的扶持力度、调整社会资源配置,增加政府政策配套措施等问题的解决方式,以此提出了未来强化鞍山市养老机构医养结合政策保障力度、优化社会资源配置以及提升养老机构服务水平等战略思路。
[Abstract]:Institutional old-age care is the main way of specialized old-age pension in an aging society. However, due to the single institutional care services for the living of the elderly and the inability of care services to start reimbursement of medical insurance, it leads to the separation of old-age care and medical care in reality. It should be said that the combination of "medicine" and "nourishment" reflects the integration of medical resources and old-age resources. However, due to the late start of the service mode of combination of medical and maintenance services, the lack of generally accepted theoretical guidance, and the lack of accumulation of practice, More lack of theoretical empirical interpretation of practice. In this paper, the author takes the institutional service of medical and nursing institutions in Anshan City as the main line, adopts the method of investigation and research, and analyzes deeply the present situation of the combination of medical care and maintenance in Anshan pension institutions. This paper probes into the contradiction between the potential demand and the insufficient effective demand for the main problem of the combination of medical and maintenance services in Anshan City. In view of this, the author concretely analyzes the government's support to the private pension institutions and adjusts the allocation of social resources. To increase the government policy measures and other solutions, this paper puts forward some strategic ideas, such as strengthening the policy guarantee of the combination of medical and nursing, optimizing the allocation of social resources and improving the service level of pension institutions in Anshan City in the future.
