霸权衰落下的责任转移:特朗普执政后的亚太同盟体系

【摘要】：在霸权实力衰退的背景下,美国推动亚太盟国体系网络化的重要动力来自于减轻本国担负的安全责任和减少相应的成本支出,以便继续维持霸权地位。特朗普上台之后,一方面要求亚太盟友加强防务分担,另一方面则是火速退出TPP,联盟内部源于对美国实力下滑担忧的信任危机加剧。由此形成了如下困境:实力下滑的美国希望通过责任转移,减少本国战略支出;而责任转移后,又催生了盟国中对美国安全保证的信任问题,从而影响霸权地位的维系。与此同时,受到中国崛起因素的冲击和联盟内部利益契合度下降的影响,亚太同盟体系网络化之路面临重重考验。
[Abstract]:Against the background of declining hegemonic power, the important motive force for the United States to promote the networking of the Asian and Pacific Allied system is to lighten its own responsibility for security and reduce the corresponding cost and expenditure in order to maintain its hegemonic position. After Trump came to power, he called for greater defense sharing among allies in the Asia-Pacific region and a swift exit from the TPP.The crisis of trust within the alliance was heightened by concerns about the decline in U.S. power. This led to the following dilemma: the declining United States wanted to reduce its strategic spending through the transfer of responsibilities, which, in turn, created the issue of trust in American security assurances among its allies, thus affecting the maintenance of its hegemonic position. At the same time, with the impact of China's rise and the decline of the alliance's internal interests, the Asia-Pacific Alliance system is faced with many tests.
