张家港市农民拆迁安置社区社会管理创新研究

【摘要】：随着城镇化的不断推进,产生了大量农民集中居住的拆迁安置小区。该类小区从形成方式、人员构成等方面都区别于传统农村村落和城市社区,成为社会管理领域的新挑战,本文的目标就是要解决如何在拆迁安置社区中进行社会管理创新。中共十八大在社会管理创新上提出了"党委领导,政府负责,社会协同,公众参与,法治保障"的原则性要求。这一要求指导下的社会管理创新理论,放在社会变革的大背景下看,根本就是要回答如何解决当前由社会分配方式改革带来的各种矛盾的问题。本文立足张家港实际情况,总结归纳当前该类小区管理的内外部特点,分析由于拆迁安置前后"身份认知、经济待遇、文化氛围、社会舆论"的差异是造成当前管理困境的主要原因。针对这些问题,笔者借鉴先进地区经验,总结当前张家港市的创新探索,从理顺政府、村居自治组织、社会组织等主体在拆迁安置小区管理中的责权关系,从保障被安置农民在经济、社会、文化等方面的权益,从建设拆迁安置小区管理长效机制等角度出发,提出了提高拆迁安置小区硬件建设水平,减少社区管理矛盾隐患;提高拆迁安置社区的经济保障水平,减少社区管理的现实压力;扩宽拆迁安置社区管理主体,提高管理队伍服务水平;提高拆迁安置社区文化建设水平,增强社区凝聚力;完善拆迁安置社区制度建设,提高管理效率等建议。
[Abstract]:With the continuous development of urbanization, a large number of farmers live in the demolition and resettlement area. This kind of community is different from the traditional rural villages and urban communities in terms of formation mode, personnel composition and so on, which has become a new challenge in the field of social management. The goal of this paper is to solve the problem of how to carry out social management innovation in the demolition and resettlement communities. The 18th National Congress of the Communist Party of China put forward the principle of "the leadership of the Party committee, the responsibility of the government, the coordination of the society, the participation of the public, and the guarantee of the rule of law" in the innovation of social management. The theory of social management innovation under the guidance of this requirement, under the background of social transformation, is basically to answer the question of how to solve the various contradictions brought about by the reform of social distribution mode at present. Based on the actual situation of Zhangjiagang, this paper summarizes and sums up the internal and external characteristics of this kind of residential area management, and analyzes the "identity cognition, economic treatment, cultural atmosphere before and after relocation," The difference of public opinion is the main cause of the current management dilemma. In view of these problems, the author draws lessons from the experience of advanced regions, sums up the innovative exploration of Zhangjiagang City, and straightens out the relationship between responsibility and power of the government, village autonomous organizations, social organizations and other main bodies in the management of demolition and resettlement areas. In order to protect the rights and interests of the resettled peasants in economy, society and culture, and from the point of view of constructing the long-term mechanism of the management of the relocation and resettlement area, the paper puts forward to improve the level of hardware construction of the relocation and resettlement area and reduce the hidden dangers of community management. To improve the economic security level of the relocation and resettlement community, reduce the realistic pressure of community management, widen the subject of community management, improve the service level of the management team, improve the cultural construction level of the relocation and resettlement community, and enhance the cohesion of the community. To improve the construction of resettlement community system, improve the efficiency of management and other suggestions.
