大学生网络政治参与能力及其培育研究

【摘要】：政治参与是现代民主的核心。互联网信息技术的飞速发展,政治参与衍生出一种新的参与形式——网络政治参与。大学生群体作为互联网文化最为广泛、最为活跃的受众群体,网络政治参与已经成为其政治参与的主要形式。但同时也面临着大学生网络政治参与能力水平不足的问题,存在非理性、无序甚至群体极化的网络政治参与行为。提升大学生的网络政治参与能力,促进大学生的政治社会化进程,具有重要的理论和现实意义。本文以传统的政治参与理论为基础,结合网络政治参与和大学生自身的特点,采用思想政治教育、政治学、传播学、社会学、伦理学多学科视域的方法,运用四川省大学生思想政治教育研究中心项目“大学生网络公共参与研究”调查数据,实证分析探讨了大学生网络政治参与的现状和影响因素,并就培育大学生的网络政治参与能力提出对策建议。大学生网络政治参与能力包含六大构成要素:网络知识与技能、网络政治信息获取能力、网络政治信息分析处理能力、网络政治思考力、政治诉求网络表达力、网络政治影响力。大学生网络政治参与能力的基本特征表现为:能动性、可塑性、交互性、层次性。通过数据统计分析,本项研究发现:互联网环境下,目前大学生群体的网络政治参与能力整体处于中等水平,大学生网络政治参与实践存在着能力不足的问题,大学生的网络政治参与能力还有很大的提升空间。究其原因,政府在大学生网络政治参与活动中角色的缺失,学校教育、学校文化的落后缺失,家庭经济文化环境的不足,网络环境的复杂性,大学生个体自身能力素养的不足等都会导致大学生网络政治参与能力的缺失。文章的重点部分探讨了大学生网络政治参与能力培育的路径。基于对大学生网络政治参与能力的现状和影响因素分析,本文从加强党的领导,引领大学生网络政治参与正确的政治方向;加速推进“电子政府”建设,构建畅通的网络政治参与平台;深化高校教育教学改革,培育大学生网络政治参与能力;营造良好家庭氛围,打下坚实基础;加强网络社会管理,健全网络政治参与环境;大学生个体自育,提升大学生自身网络政治参与能力素质这六个方面提出一系列对策建议,形成合力,培育大学生的网络政治参与能力。
[Abstract]:Political participation is the core of modern democracy. With the rapid development of Internet information technology, political participation gives rise to a new form of participation-network political participation. As the most extensive and active audience group of Internet culture, the network political participation has become the main form of college students' political participation. But at the same time, it also faces the problem that college students' ability of network political participation is insufficient, and there are irrational, disordered and even group polarization behaviors of network political participation. It is of great theoretical and practical significance to enhance college students' ability of participating in network politics and to promote the process of political socialization of college students. Based on the traditional theory of political participation, combined with the network political participation and the characteristics of college students, this paper adopts a multidisciplinary approach to ideological and political education, political science, communication, sociology and ethics. Based on the survey data of Sichuan University students' ideological and political Education Research Center Project "the study of College students' Network Public participation", this paper empirically analyzes the current situation and influencing factors of college students' network political participation. And put forward countermeasures and suggestions to cultivate college students' ability of participating in network politics. College students' ability to participate in network politics includes six elements: network knowledge and skills, network political information acquisition ability, network political information analysis and processing ability, network political thinking ability, political appeal network expression ability. Internet political influence. The basic characteristics of college students' ability to participate in network politics are as follows: initiative, plasticity, interaction and hierarchy. Through the statistical analysis of the data, this study finds that under the Internet environment, the network political participation ability of the college students is at the middle level, and there are some problems in the practice of the college students' network political participation. The university student's network political participation ability also has the very big enhancement space. The reasons are the lack of government role in college students' network political participation, the lack of school education and school culture, the deficiency of family economic and cultural environment, and the complexity of network environment. The deficiency of college students' ability and accomplishment will lead to the lack of college students' ability to participate in network politics. The key part of the article discusses the path of cultivating college students'network political participation ability. Based on the analysis of the current situation and the influencing factors of college students' network political participation, this paper, from strengthening the leadership of the Party, leading the college students to participate in the correct political direction of network politics, speeding up the construction of "electronic government", Constructing a smooth network political participation platform, deepening the education and teaching reform in colleges and universities, cultivating college students' network political participation ability, creating a good family atmosphere, laying a solid foundation, strengthening the network social management, improving the network political participation environment; This paper puts forward a series of countermeasures and suggestions in order to cultivate the college students' ability of participating in network politics in the six aspects of self-cultivation of college students and the improvement of their ability to participate in network politics.
