浅析奥朗德—奥巴马时期的法美关系

【摘要】：二战结束以来，在跨大西洋联盟中，美国与其桀骜不驯、若即若离的重要盟国——法国的关系十分引人注目。法美之间形成了一种合作与竞争、一致与分歧交织的复杂关系。法国虽然置身于以美国为主导的防务体系之中，却时不时发出不和谐的声音，阻挠美国施展全球战略的步伐。法美双方学界将两国关系称之为“冷同盟”。近年来，世界形势发生了深刻变化，国际危机频频发生，欧债危机、欧盟东扩、国际恐怖主义极端势力的扩散和加剧、乌克兰危机等国际问题接踵而来，为法美关系的调整提供了挑战和机遇。随着2012年5月法国新任总统奥朗德上台，，以及同年美国总统奥巴马也成功连任，法美关系出现转热趋势，在接下来的时间里，两国关系持续明显走强。法美两国在怎样的历史条件下趋于接近，有怎样的战略考虑，“冷同盟”走强具有何种表现及特点，背后深层次的原因何在，这是两国从此亲密无间的前奏，还是双边关系史上的一次小小的短暂波动，所有这些问题都值得研究。本文认为，法美关系在新的国际环境下找到利益趋同点并相互接近是源于双方战略利益的考虑，两国关系走强具有一定的局限性，并不意味着在未来长远时间内的根本改善。
[Abstract]:Since the end of World War II, relations between the United States and its recalcitrant and distant ally, France, have been striking in the transatlantic alliance. France and the United States form a complex relationship of cooperation and competition, agreement and division. France, which is in a US-dominated defence system, sometimes makes discordant noises to thwart the pace of its global strategy. The academic circles of France and the United States call the relations between the two countries "cold alliance". In recent years, the world situation has undergone profound changes, with international crises occurring frequently, the European debt crisis, the eastward expansion of the European Union, the proliferation and intensification of the extremist forces of international terrorism, the crisis in Ukraine, and other international issues. It provides challenges and opportunities for the adjustment of Franco-US relations. With France's new president Francois Hollande in power in May 2012 and U.S. President Barack Obama's re-election in the same year, relations between France and the United States turned hot and continued to strengthen noticeably over the next few years. Under what historical conditions France and the United States tend to approach, what kind of strategic considerations do they have, what are the manifestations and characteristics of the strengthening of the "cold alliance", and what are the deep-rooted reasons behind this? this is a prelude to the close relationship between the two countries from now on. It is also a brief wobble in the history of bilateral relations, all of which are worth studying. This paper holds that the convergence of interests between France and the United States in the new international environment is due to the consideration of the strategic interests of both sides, and that the strengthening of the relationship between the two countries has certain limitations, which does not mean the fundamental improvement in the future in the long term.
