沈阳市残疾人生活保障问题研究

【摘要】：残疾人生活的保障水平与残疾人的生活质量的高低紧密相连,提高残疾人生活质量,对于提高我国福利水平,提升我国综合国力,全面建成小康社会具有重要意义。鉴于我国残疾人保障问题具有非凡意义,且全面建成小康社会迫在眉睫,残疾人生活保障问题就显得格外紧迫。本文基于沈阳市残疾人生活质量调查,通过调查获取的数据,借助了SPSS统计软件系统分析了调查数据。调查结果显示:沈阳市的残疾人多属于先天残疾,居住环境差、收入水平偏低、就业排斥、重度残疾人的照护成本高、总体生活水平偏低等问题严重制约着十三五规划奔小康以及提升残疾人生活质量的目标建设。在问题分析中,笔者发现:残疾人的生活保障体系建设,使残疾人在生活上获得更多的国家福利,是解决其生活质量的重要因素。本研究意义在于从政策层面提出了残疾人生活保障这一概念,将残疾人的生活保障从生存保障层次提升到生活质量的高度,研究并对其具体的指标体系做了诠释,研究重点是根据沈阳市残疾人生活保障方面存在的问题,提出了具体的建议与对策,希望能为政府制定和实施残疾人事业的规划和政策完善提供了政策性建议。
[Abstract]:The guarantee level of the life of the disabled is closely related to the quality of life of the disabled. Improving the quality of life of the disabled is of great significance to the improvement of the welfare level of our country, the promotion of our country's comprehensive national strength and the building of a well-off society in an all-round way. In view of the special significance of the security of the disabled in our country, and the urgency of building a well-off society in an all-round way, it is particularly urgent to ensure the life of the disabled. Based on the survey of the quality of life of the disabled in Shenyang, this paper analyzes the survey data with the help of SPSS statistical software. The results show that most of the disabled people in Shenyang belong to congenital disability, living environment is poor, income level is low, employment is rejected, and the cost of care for severe disabled people is high. The problems of low overall living standard have seriously restricted the construction of the 13th Five-Year Plan to well-off and improve the quality of life of the disabled. In the analysis of the problems, the author finds that the construction of the life security system for the disabled, so that the disabled get more national welfare in life, is an important factor to solve their quality of life. The significance of this study is to put forward the concept of the life security of the disabled from the level of survival security to the level of quality of life from the policy level, and to study and explain its specific index system. According to the problems existing in the life security of the disabled in Shenyang, this paper puts forward some concrete suggestions and countermeasures, hoping to provide policy advice for the government to formulate and implement the disability cause planning and policy perfection.
