大都市区发展理念下的南昌市社区干部队伍建设研究

【摘要】：党的十八大后,中央做出全面深化改革的决定,政府工作重心正在逐步下移,基层一线将成为深化改革、减政放权的直接受益者。社区作为基层单位,在城市管理和服务民生中发挥着越来越重要的作用。但是随着社会经济的快速发展,社区工作内容、组织方式等较以往也发生了巨大的变化,具有一定的社会特殊性和政治复杂性。社区干部身处一线,是管理服务的主体,直接与居民接触,他们的素质、能力、作风好坏直接反映了一个城市的整体管理水平,体现出政府的形象,也关系到基层组织建设和群众基础的稳固。南昌市以“一群一带”发展为契机,正构建宏大的大都市区,经济建设也迈入大发展时期。近年来,南昌市委、市政府也比较重视社区建设,得到了较快发展,但不可否认,社区建设仍存在着诸多程度不同的问题。如何通过加强社区干部队伍建设,建设一支职业化、专业化的南昌市社区干部队伍,是新形势下南昌市加快发展,打造核心增长极的迫切需要。全文共分为6个部分:第一部分:引言。本篇论文主要介绍了论文的基本情况,通过文献分析、国内外现状、思路、方法和路线的研究进行梳理分析。第二部分:相关概念及理论基础。本文阐述了社区及社区干部、大都市区发展的概念,提出了人力资源开发与管理的相关理论。第三部分:南昌市社区干部队伍建设现状和情况分析。通过走访调查和大量数据,分析了南昌市及所辖社区干部队伍建设当前存在的主要问题,分析了主要原因。第四部分:国外、香港地区社区工作者的经验借鉴。本文介绍了加拿大、英国和香港地区社区工作者有关情况,学习借鉴他们的成功经验。第五部分:基于大都市区发展理念下加强南昌市社区干部队伍建设的对策。最后本文结合相关理论基础,在对南昌市社区干部队伍问题分析的基础上,提出了以“五项机制”为主要内容的一系列加强社区干部队伍建设的对策。第六部分:研究结论及展望。
[Abstract]:After the 18th Party Congress, the central government made the decision to deepen the reform in an all-round way, and the focus of government work is gradually shifting down, and the grassroots line will become the direct beneficiary of deepening reform and reducing the decentralization of government. Community, as a basic unit, plays a more and more important role in urban management and serving people's livelihood. However, with the rapid development of social economy, the content of community work and the way of organization have also undergone great changes compared with the past, which has a certain social particularity and political complexity. Community cadres are in the front line and are the main body of management services. They are in direct contact with the residents. Their quality, ability and style of work directly reflect the overall management level of a city and reflect the image of the government. Also related to the construction of grass-roots organizations and the solid foundation of the masses. Nanchang takes the development of a group of areas as an opportunity to construct a grand metropolitan area, and economic construction also enters a period of great development. In recent years, Nanchang municipal party committee and municipal government have paid more attention to community construction, which has developed rapidly, but it is undeniable that there are still many problems in community construction. How to strengthen the construction of community cadres and build a professional and professional Nanchang community cadres is the urgent need for Nanchang to speed up its development and build the core growth pole under the new situation. This paper mainly introduces the basic situation of the paper, through literature analysis, domestic and foreign status, ideas, methods and routes of research. The second part: related concepts and theoretical basis. This paper expounds the concept of community, community cadres and metropolitan area development, and puts forward the related theories of human resource development and management. The third part: Nanchang city community cadre troop construction present situation and the situation analysis. Through the investigation and a lot of data, this paper analyzes the main problems existing in the construction of the cadre team in Nanchang city and the community under its jurisdiction, and analyzes the main reasons. The fourth part: the experience of community workers in Hong Kong and abroad. This paper introduces the situation of community workers in Canada, Britain and Hong Kong, and learn from their successful experiences. The fifth part: based on the concept of metropolitan development to strengthen the construction of community cadres in Nanchang countermeasures. Finally, based on the analysis of the problems of community cadres in Nanchang city, this paper puts forward a series of countermeasures to strengthen the construction of community cadres. The sixth part: research conclusion and prospect.
