公共治理中公民网络参与效能提升问题研究

【摘要】：网络已成为公民参与政府公共治理的新平台,成为人们表达思想、诉求意愿、建言献策、参政议政的新途径,通过网络来参与公共治理也已成为公民参与公共治理、参与政治生活的一种新常态。开展网络时代公共治理中的公民网络参与问题特别是参与效能问题研究,对促进公民网络参与的规范化,提升网络参与的实效性,推进公共治理的发展具有十分重要的意义。从整体上看,当前公共治理中的公民网络参与还存在着信息鸿沟引起的参与不均衡、参与的非理性、网络安全隐患突出、网络参与的无序性、政府对公民网络参与的回应消极等问题。与此同时,公民对自己网络参与公共治理的效能评价也普遍不高。影响公民网络参与效能的因素主要有公民自身的参与技能与水平、公民参与的条件保障、社会公共治理的整体水准、政府对公民网络参与的支持以及公民对参与结果的成就感等。提升公共治理中的公民网络参与效能,必须不断更新政府公共治理理念,加强公共治理中公民网络参与的能力建设,强化公民网络参与条件保障,加强对网络媒体的监管。
[Abstract]:The network has become a new platform for citizens to participate in government public governance. It has become a new way for people to express their ideas, appeal for ideas, offer suggestions, and participate in government affairs. Through the network, participating in public governance has also become a new way for citizens to participate in public governance. A new normal for participation in political life. It is of great significance to carry out the research on citizen network participation in public governance in the network age, especially the participation effectiveness, to promote the standardization of citizen network participation, to promote the effectiveness of network participation and to promote the development of public governance. On the whole, the citizen's network participation in public governance still exists the imbalance of participation caused by the information gap, the irrationality of participation, the prominent hidden danger of network security, and the disorder of network participation. The government's response to citizen network participation is negative and so on. At the same time, citizens of their own network participation in public governance effectiveness evaluation is generally not high. The main factors that affect the effectiveness of citizen network participation are the participation skills and level of citizens themselves, the conditions of citizen participation, the overall level of social public governance. The government supports the citizen network participation and the citizen's sense of achievement to the participation result and so on. To improve the effectiveness of citizen network participation in public governance, we must constantly update the concept of government public governance, strengthen the capacity construction of citizen network participation in public governance, strengthen the protection of citizen network participation conditions, and strengthen the supervision of network media.
