中国协商民主理论发展与制度建设研究

【摘要】：近代的协商民主理论虽然发端于西方,但是中国协商民主的实践由来已久。中国政治学者在借鉴西方协商民主发展的同时,对本土的协商民主进行了深入的梳理与探究,形成了具有中国特色的协商民主理论。总之,中国协商民主有其自身的理论基础和历史传统。在社会主义民主政治快速发展的今天,研究中国协商民主具有重大的现实意义。本文着重介绍了中国协商民建立发展和历史经验这两个问题。绪论部分对中国协商民主的发展现状加以阐述,并对本文所采用的研究方法以及选题目的、意义进行了简要说明。第一部分对协商民主与协商民主制度进行概述,分别从内涵、类型、构成要素、基本方式四个角度介绍了协商民主,并着重分析了中国协商民主制度的内涵和特征。通过上述论述和比较,旨在说明,中国的协商民主与西方的协商民主既在涵义和特征上存在相似,同时也兼具中国特色。第二部分对中国协商民主的理论基础和历史传统进行简要概述。在理论基础方面,从马克思主义的统一战线理论、民主理论、政党理论三个方面进行阐述。在历史传统方面,从中国的“和”合思想、中庸思想、民本思想三个方面来论述说明。第三部分介绍了当代协商民主制度的建立与发展。介绍中国协商民主制度的初步发展,主要包括:第一次国共合作开启中国协商民主的先河、抗日民族统一战线对中国协商民主的推进、三三制及国民参政会等协商民主最初的基本形式。同时,介绍了随着改革开放的不断深化所带来协商民主的新发展,并着重介绍了十八大以来有关协商民主发展的新趋势。第四部分阐述了中国协商民主制度建设的历史经验。主要介绍了坚持党的领导、人民当家作主和依法治国的有机统一,中国协商民主制度要以坚持宪法和基本法律为重点,以及推进基层协商民主建设的重要性三个方面。通过上述的论证分析,本文认为:中国社会主义协商民主不是舶来品,是中国共产党领导中国人民共同创造的、独具中国特色的一种民主形式;中国社会主义协商民主也并非是“无源之水”,追根溯源,中国协商民主的存在和发展有着理论上、历史上的依据;迄今,协商民主已经遍布中国的各个领域,其多种多样的实践形式昭示着中国协商民主的勃勃生机和锦片前程;故此,我们有理由相信中国协商民主的发展必将为中国特色社会主义事业的发展做出重大贡献。
[Abstract]:Although the modern theory of deliberative democracy originated in the West, the practice of Chinese deliberative democracy has a long history. While drawing lessons from the development of Western deliberative democracy, Chinese political scholars have made a deep research on the local deliberative democracy and formed the theory of deliberative democracy with Chinese characteristics. In short, China's deliberative democracy has its own theoretical basis and historical tradition. With the rapid development of socialist democracy today, it is of great practical significance to study China's consultative democracy. This paper focuses on the two issues of the establishment and development of the Chinese negotiator and the historical experience. In the introduction part, the author expounds the present situation of China's deliberative democracy, and briefly explains the research method, the purpose and the significance of this paper. The first part gives an overview of the consultative democracy and the deliberative democracy, respectively, from four angles of connotation, type, constituent elements and basic ways, and emphatically analyzes the connotation and characteristics of China's deliberative democracy. Through the above discussion and comparison, the author points out that China's deliberative democracy is similar to that of western countries in terms of its meaning and characteristics, and it also has Chinese characteristics at the same time. The second part briefly summarizes the theoretical basis and historical tradition of China's deliberative democracy. In the theoretical basis, from the Marxist theory of the United front, democratic theory, political party theory to elaborate three aspects. In the aspect of historical tradition, this paper expounds from three aspects of Chinese "harmony" thought, mean thought and people-oriented thought. The third part introduces the establishment and development of contemporary consultative democracy. This paper introduces the initial development of China's consultative democracy, mainly including: the first cooperation between the Kuomintang and the Communist Party opened the first stage of China's consultative democracy, and the promotion of China's deliberative democracy by the anti-Japanese national United front. The three-three system and the National Council of political participation and other basic forms of deliberative democracy. At the same time, it introduces the new development of deliberative democracy brought by the deepening of reform and opening up, and emphatically introduces the new trend of the development of deliberative democracy since the 18th National Congress of the CPC. The fourth part expounds the historical experience of the construction of China's consultative democracy. This paper mainly introduces the three aspects of adhering to the leadership of the Party, the organic unity of the people as masters of their own affairs and governing the country according to law, the emphasis of China's consultative democracy system on upholding the Constitution and the basic laws, and the importance of promoting the building of consultative democracy at the grass-roots level. Through the above argumentation and analysis, this paper holds that: China's socialist consultative democracy is not an import, but a unique form of democracy with Chinese characteristics created by the Chinese people under the leadership of the Communist Party of China; China's socialist consultative democracy is not "no source of water", tracing back to the source, the existence and development of China's consultative democracy has theoretical and historical basis; Up to now, the deliberative democracy has spread all over China's various fields, and its various practical forms show the vitality and bright future of China's deliberative democracy. Therefore, we have reason to believe that the development of China's consultative democracy will make a great contribution to the development of socialism with Chinese characteristics.
