云南普洱迁糯村养老问题研究

【摘要】：从2000年第五次人口普查的数据显示,我国已进入老龄化社会。与城市相比,农村老龄问题的压力更大,尤其是在经济发展水平较低的农村地区,“未富先老”情况严重,养老保障方面的压力更加突出。国家和政府需尽快建立一个适合中国国情的农村养老保障体系,解决农民养老这个事关全局的重大社会现实问题。迁糯村的实地调研发现,农村地区的养老现状不容乐观,养老整体水平较低：由于受到城乡二元经济结构的影响,政府对农村养老投入资金不足,导致老年人社会养老保障水平低,养老机构缺乏；由村委会主导的基层养老组织没有履行其组织社区养老的职能,使农村老龄人缺乏必要的卫生保健服务,文体活动严重不足,养老照顾服务欠缺；农村传统家庭养老保障功能逐渐减弱,表现在家庭规模不断缩小致使子女养老负担加重、老年人自我养老保障能力弱、农村青壮年进城务工使得老年人缺少必要的家庭照顾、年轻人家庭传统美德观念逐渐弱化、农村的土地养老保障功能日趋下降,反映出传统家庭养老已经不能满足农村老年人晚年稳定养老的需要。要改善农村地区的养老现状,必须以“健康老龄化”为指导,不断提高政府养老保障水平,村委会等基层组织更要对村寨中的养老问题引起重视,发挥其在社区养老中的积极作用。同时,本文也特别强调农村地区要根据当地的传统习俗,继承和发扬家庭养老的优秀传统道德,注重家庭美德在社会上的宣传和教育,使尊老、敬老的道德传统深入人心,共同推进我国养老事业的顺利发展。
[Abstract]:Data from the fifth census in 2000 show that China has entered an aging society. Compared with the urban areas, the problem of aging in rural areas is more stressful, especially in the rural areas where the level of economic development is low, the situation of "old age before getting rich" is serious, and the pressure of old-age security is more prominent. The state and the government should set up a rural old-age security system suitable for China's national conditions as soon as possible to solve the major social reality problem concerning the overall situation. The field investigation of Qiannuo Village found that the present situation of old-age support in rural areas is not optimistic, and the overall level of old-age support is low: due to the influence of the dual economic structure of urban and rural areas, the government has insufficient investment in rural old-age care. It leads to the low level of social old-age security for the elderly and the lack of pension institutions; Grass-roots pension organizations led by village committees did not perform their functions of organizing community old-age care, which made the rural elderly lack of necessary health care services, serious lack of sports activities, lack of old-age care services; The traditional family pension security function in rural areas is gradually weakened, which is reflected in the increasing burden of children's pension due to the shrinking of family size, the weak ability of the elderly to provide for the aged themselves, and the lack of necessary family care for the elderly due to the young and middle-aged rural workers entering the city to work. The traditional concept of family virtue of young people is weakening gradually, and the function of land old-age security in rural areas is declining day by day, which reflects that the traditional family old-age support has not been able to meet the needs of the old people in rural areas in their old age. In order to improve the status quo of the aged in rural areas, we must take "healthy aging" as the guide, constantly improve the level of government old-age security, and grass-roots organizations, such as village committees, should pay more attention to the problem of providing for the aged in villages. Give play to its active role in community pension. At the same time, this article also emphasizes that the rural areas should inherit and carry forward the excellent traditional morality of the family for the aged, pay attention to the propaganda and education of the family virtue in the society, so that the moral tradition of respecting and respecting the elderly is deeply rooted in the hearts of the people. We will work together to promote the smooth development of China's pension industry.
