鄂尔多斯市中心城区社区治理研究

【摘要】：当代中国社会正处于改革的转型期和深水区,社会的经济结构、利益格局发生巨大变化,人们的生活方式、组织行为、思想观念产生深刻调整。改革的特殊性和复杂性,逐渐凸显了社区治理在构建和谐社会、践行社会主义民主、增强执政基础、化解社会风险方面的重要作用。党的十八大报告中指出,“要加强基层社会管理和服务体系建设,增强城乡社区服务功能,充分发挥群众参与社会管理的基础作用”,指明了新常态下社区治理与建设的方向。鄂尔多斯市作为民族地区,在城市社区治理建设方面起步晚、底子薄、经验少,随着近几年经济快速发展、社会进步加快,现有的社区治理建设水平己远远适应不了居民日益增长的多元化物质文化需求。本文对鄂尔多斯市中心城区社区治理的研究正是基于此背景展开的。通过实地调研和比较分析,总结出鄂尔多斯市中心城区社区治理存在的主要问题有：社区治理体系不顺畅,社区治理行政化趋向明显,社区居民自治意识淡薄,社区工作人员来源复杂,非盈利组织发挥作用不足。在借鉴国内外社区治理先进经验的基础上,借助治理理论、善治理论、多中心治理理论、新公共服务理论,从理顺社区治理体系、完善社区自治机制、建设职业化社工队伍、培育发展社区民间组织、强化社区服务功能等方面,对改进和完善鄂尔多斯市社区治理提出具有建设性的意见,也为全国其他少数民族地区的城市社区治理提供可资借鉴的有益经验。
[Abstract]:Contemporary Chinese society is in the transition period of reform and deep water area, the economic structure of society, the pattern of interests have undergone great changes, people's way of life, organizational behavior, ideas have undergone profound adjustments. The particularity and complexity of the reform gradually highlight the important role of community governance in building a harmonious society, practicing socialist democracy, strengthening the ruling foundation and resolving social risks. In the report of the 18th National Congress of the Communist Party of China (CPC), it is pointed out that "it is necessary to strengthen the construction of grass-roots social management and service system, enhance the function of urban and rural community service, and give full play to the basic role of mass participation in social management", pointing out the direction of community governance and construction under the new normal. As a minority area, Ordos City started late in the construction of urban community governance, with thin foundation and little experience. with the rapid development of economy and accelerated social progress in recent years, the existing level of community governance construction is far from meeting the growing diversified material and cultural needs of residents. In this paper, the research on community governance in downtown Ordos is based on this background. Through field investigation and comparative analysis, it is concluded that the main problems existing in community governance in downtown Ordos are as follows: the community governance system is not smooth, the administrative trend of community governance is obvious, the consciousness of community residents' autonomy is weak, the source of community staff is complex, and the role of non-profit organizations is insufficient. On the basis of drawing lessons from the advanced experience of community governance at home and abroad, with the help of governance theory, good governance theory, multicenter governance theory and new public service theory, this paper puts forward some constructive suggestions for improving and perfecting the community governance in Ordos from the aspects of straightening out the community governance system, perfecting the community autonomy mechanism, building the professional social work team, cultivating and developing community civil organizations, strengthening the community service function, etc. It also provides useful experience for urban community governance in other minority areas of the country.
