公众网络政治参与素养培育的困境与对策研究

【摘要】：二十世纪九十年代以来,互联网络在全球的飞速发展和广泛普及,把人类社会带入了全新的信息网络时代。互联网络在深刻的改变着人们的生产和生活方式的同时也不可避免的对政治生活进行无形的渗透。互联网络技术在我国的蓬勃发展为我国政治生活开辟了新型政治参与载体即网络政治空间,同时网络政治空间中网络参与作为新型参与方式被越来越多的公众认可和接受。互联网络在我国公众的政治生活中扮演着日益重要的角色,成为我国公民行使政治权利的重要渠道,网络政治参与在我国政治发展中发挥其巨大民意彰显出重大作用。我国目前的网络政治参与仍处于探索发展时期,同任何发展中的事物一样,现阶段的我国公众网络政治参与出现了政府对公众网络政治参与的引导与规范能力的现状与需求矛盾突出的问题,导致这一现象发生的原因之一就是网络政治参与主体自身素养不够健全完善,以致阻碍了我国网络政治参与的良好发展。因此,在研究总结公众网络政治参与过程中参与主体素养培育存在问题的基础上,正确把握互联网络发展对我国政治发展带来的机遇,全面分析和解决我国网络政治参与的现实问题,对促进我国公民网络政治参与和谐有序发展,建设社会主义民主政治具有重要的理论及现实意义,这也正是本论文的研究初衷和价值性所在。本文正文共分四部分进行论述；第一部分,对网络政治参与进行一般性分析,重点对网络政治参与相关理论进行梳理和分析,主要包括网络政治参与的内涵、特征及其合法性。第二部分重点对网络政治参与中的主体素养培育的现状进行分析研究。第三部分,在回顾我国网络政治参与发展的基础上,综合运用比较分析法、实证分析法重点分析我国网络政治参与的现实状况,进一步分析我国网络政治参与素养培育的现实困境,并找出阻碍我国网络政治参与有序发展的深层原因。第四部分,在研究总结公众网络政治参与过程中参与主体素养培育存在问题的基础上,从网络政治参与平台建设、政府引导和规范及公众素养提升三方面给予了相应的建议及对策。
[Abstract]:Since the 1990s, the rapid development and wide popularization of the Internet in the world has brought human society into a new era of information network. The Internet not only profoundly changes people's production and way of life, but also inevitably infiltrates the political life invisibly. The vigorous development of Internet technology in our country has opened up a new type of political participation carrier, that is, cyberpolitical space, in the political space of our country. At the same time, as a new way of participation in cyberpolitics, network participation has been recognized and accepted by more and more people. The Internet plays an increasingly important role in the political life of the public in our country, and has become an important channel for Chinese citizens to exercise their political rights. Network political participation plays an important role in the political development of our country. At present, the network political participation in our country is still in the period of exploration and development. Like any developing things, the public network political participation in our country at this stage has appeared the contradiction between the present situation and the demand of the government's ability to guide and standardize the public network political participation. One of the reasons for this phenomenon is that the quality of the main body of the network political participation is not perfect enough. As a result, it hinders the good development of network political participation in our country. Therefore, on the basis of studying and summing up the problems existing in the cultivation of the literacy of the participants in the process of public network political participation, it is of great theoretical and practical significance to correctly grasp the opportunities brought by the development of the Internet to the political development of our country, and to comprehensively analyze and solve the practical problems of the network political participation of our country, which is of great theoretical and practical significance for promoting the harmonious and orderly development of citizens' network political participation and building socialist democratic politics. This is the original intention and value of this paper. The main body of this paper is divided into four parts: the first part makes a general analysis of the network political participation, focusing on the combing and analysis of the related theories of the network political participation, including the connotation, characteristics and legitimacy of the network political participation. The second part focuses on the analysis of the current situation of the cultivation of subject literacy in network political participation. The third part, on the basis of reviewing the development of network political participation in our country, comprehensively uses the method of comparative analysis and empirical analysis to analyze the realistic situation of network political participation in our country, further analyzes the realistic predicament of cultivating the literacy of network political participation in our country, and finds out the deep reasons that hinder the orderly development of network political participation in our country. The fourth part, on the basis of studying and summing up the problems existing in the cultivation of the literacy of the participants in the process of public network political participation, gives the corresponding suggestions and countermeasures from three aspects: the construction of the platform of network political participation, the guidance and standardization of the government and the improvement of public literacy.
