泰安市残疾人就业保障问题研究

【摘要】:保障残疾人就业是改善残疾人民生的重要手段和头等大事。实现残疾人充分就业是残疾人就业保障工作的出发点和落脚点,残疾人就业保障工作要服从、服务于这一目标。泰安市残疾人就业保障工作是残疾人工作的重要组成部分,是关系到整个社会稳定和谐的系统性工作,大力发展泰安市的残疾人就业保障工作符合泰安市的重大发展战略目标。随着经济社会的发展变化,经过泰安市政府不断地探索和实践,泰安市的残疾人就业保障政策体系日趋完善。尽管泰安市和县(市、区)的地方残联组织已经开始行动并取得成功经验,成为残疾人就业新亮点,但是残疾人就业保障方面仍存在诸多问题。通过研究泰安残疾人就业保障工作,可以解决泰安残疾人就业难的实际问题,为泰安残疾人事业科学发展提供启示和方向。本文研究分析了近年来国内外残疾人就业保障相关研究现状,通过理论分析、调查研究,总结泰安市残疾人及其就业基本概况、残疾人就业保障有关法律法规体系、主要就业模式以及近年来泰安市在残疾人就业保障方面取得的成效。通过分析发现,泰安市残疾人数量相当庞大,残疾人存在着文化程度较低、技能水平较低,生活质量不高,无法适应就业市场的激烈竞争等现实困难,泰安市残疾人就业渠道狭窄,就业率低,就业质量不高,集中就业面临严重困难,分散按比例安置就业停滞不前,公益性岗位就业急需发展,就业保障立法滞后且缺乏细则,缺乏有效监管和处罚,残疾人公共就业体系落后,就业保障金征收难度大,处罚、监督力量不够,就业保障金发挥作用有限等诸多问题,制约着泰安市残疾人就业保障的发展。发展泰安市残疾人就业保障,需要政府大力实施残疾人就业优先战略,加大资金支持力度,鼓励残疾人创业带动就业,积极落实优惠政策,扶持残疾人用人单位;需要加强宣传和教育,改变传统观念,进行制度创新,制定残疾人就业政策实施细则,维护残疾人就业的权利;需要推动残疾人网上就业、公益性岗位就业、扶贫基地就业等多元化就业模式;需要加大残疾人人力资源开发力度,加快就业信息平台和就业服务机构建设,完善残疾人公共就业服务体系;需要完善残保金征收相关法律法规,加强残保金的核定征收工作,保障资金使用到位,充分发挥残疾人就业保障金的效能。
[Abstract]:Ensuring the employment of the disabled is an important means and a top priority to improve the livelihood of the disabled. Realizing the full employment of the disabled is the starting point and foothold of the employment security of the disabled, and the employment security of the disabled should obey and serve this goal. The employment security work for the disabled in Tai'an City is an important part of the work for the disabled, and it is a systematic work related to the stability and harmony of the whole society. The vigorous development of the employment security work for the disabled in Tai'an City is in line with the major development strategic objectives of Tai'an City. With the development and change of economy and society, through the continuous exploration and practice of Taian Municipal Government, the employment security policy system of disabled people in Tai'an City is becoming more and more perfect. Although the local disabled association organizations in Tai'an City and county (city, district) have begun to act and have achieved successful experience, they have become a new bright spot in the employment of the disabled, but there are still many problems in the employment security of the disabled. Through the study of the employment security work for the disabled in Taian, the practical problems of the employment of the disabled in Taian can be solved, and the enlightenment and direction for the scientific development of the cause of the disabled in Taian can be provided. This paper studies and analyzes the present situation of employment security for the disabled at home and abroad in recent years, through theoretical analysis, investigation and research, summarizes the basic situation of the disabled and their employment in Tai'an City, the relevant laws and regulations of the employment security for the disabled, the main employment models and the achievements made in the employment security of the disabled in Tai'an in recent years. Through the analysis, it is found that the number of disabled people in Tai'an City is quite large, the disabled have some practical difficulties, such as low educational level, low skill level, low quality of life, unable to adapt to the fierce competition in the job market, narrow employment channels, low employment rate, low employment quality, serious difficulties in centralized employment, stagnation in decentralized and proportional placement of employment, and urgent development of public welfare post employment. The legislation of employment security lags behind and lacks detailed rules, lacks effective supervision and punishment, the public employment system of disabled people is backward, the collection of employment security fund is difficult, the punishment, the supervision power is not enough, the function of employment security fund is limited and so on, which restricts the development of employment security for the disabled in Tai'an City. To develop the employment security of disabled people in Tai'an City, it is necessary for the government to vigorously implement the employment priority strategy for disabled people, increase financial support, encourage disabled people to start businesses, promote employment, actively implement preferential policies, and support employers for disabled people. It is necessary to strengthen propaganda and education, change traditional concepts, carry out institutional innovation, formulate detailed rules for the implementation of employment policies for disabled people, and safeguard the employment rights of persons with disabilities. It is necessary to promote the diversified employment models such as online employment, public welfare post employment, poverty alleviation base employment and so on. It is necessary to strengthen the development of human resources for the disabled, speed up the construction of the employment information platform and employment service institutions, and improve the public employment service system for the disabled. It is necessary to improve the relevant laws and regulations on the collection of disability insurance, strengthen the examination and collection of disability insurance, ensure the use of funds in place, and give full play to the effectiveness of employment security for persons with disabilities.
