福利社区化视角下我国社区非营利组织发展研究

【摘要】：随着经济体制改革的推进,我国的政治体制、社会结构也相应发生着深刻的变迁。福利政策与服务需求集中到了社区层面,实践中形成了福利的“社区化”的需求。社区非营利组织由于其自身具有的公益性、非营利性、贴近民生等特点决定了它在福利社区化的过程中具有独特的优势,应当发挥积极的推动作用。本文对我国社区非营利组织发展进行研究,以期能为社区非营利组织健康发展、贡献社会、更好地服务居民做出一些粗浅的理论探索。本文在对大量相关文献进行搜集和梳理的基础上,以“福利多元”、“治理与善治”、“福利社区化”等理论为研究工具,结合调查得到的全国许多地方市、县”社区非营利组织为社区提供福利方面乡土实践的材料及数据,在福利社区化视角下对社区非营利组织的发展进行研究,并尝试提出完善社区非营利组织发展的对策建议。本文由六个部分组成:第一部分绪论,主要介绍了研究的背景意义、国内外研究现状、研究方法、研究内容及创新之处;第二部分中对相关的概念及理论工具作了介绍;第三部分中介绍了我国社区非营利组织发展的现状;第四部分,在福利社区化的视角下观察了我国社区非营利组织的发展,指出其存在的问题及成因;第五部分中我们结合前面的分析尝试性的在福利社区化视角下对社区非营利组织的发展提出政策建议;在第六部分,对整个论述作出了总结。研究的主要成果在于,提出了社区非营利组织的概念。提出了社区非营利组织所应具有的功能框架,并为促进这些功能更好的发挥提出政策建议。
[Abstract]:With the development of economic system reform, the political system and social structure of our country have undergone profound changes accordingly. Welfare policy and service demand are concentrated at the community level, and the community demand of welfare is formed in practice. Because of its own public welfare, non-profit, close to people's livelihood and other characteristics, community non-profit organizations have unique advantages in the process of welfare community, and should play an active role in promoting it. This paper studies the development of community non-profit organizations in China in order to make some superficial theoretical explorations for the healthy development of community non-profit organizations, contribution to society and better service to residents. On the basis of collecting and combing a large number of relevant literature, this paper takes the theories of "welfare pluralism", "governance and good governance" and "welfare community" as research tools, combined with the materials and data of local practice of community non-profit organizations in many local cities and counties in China, and studies the development of community non-profit organizations from the perspective of welfare community. And try to improve the development of community non-profit organizations countermeasures and suggestions. This paper consists of six parts: the first part is the introduction, which mainly introduces the background significance, domestic and foreign research status, research methods, research content and innovation; the second part introduces the related concepts and theoretical tools; the third part introduces the current situation of the development of community non-profit organizations in China. In the fourth part, the development of community non-profit organizations in China is observed from the perspective of welfare community, and the existing problems and causes are pointed out. In the fifth part, combined with the previous analysis, we try to put forward policy suggestions on the development of community non-profit organizations from the perspective of welfare community; in the sixth part, we make a summary of the whole discussion. The main result of the study is that the concept of community non-profit organization is put forward. This paper puts forward the functional framework of community non-profit organizations, and puts forward some policy suggestions for promoting these functions.
