我国城市社区治理多元主体互动机制研究

【摘要】：在我国面临全面建成小康社会关键时期的背景下,党提出了全面深化改革的战略部署以及推进国家治理体系和能力现代化的改革总目标。社会治理是国家治理体系和能力的重要组成部分,同时,社区作为社会的最小单元,又反应着社会治理的能力和水平。所以,作为国家治理体系末梢具体体现的社区治理,影响着国家治理体系和能力现代化的发展。社区治理的关键问题是多元治理主体在社区内如何良性互动以及合作方式的制度化和程序化问题。本文通过分析和归纳我国以及其他地区的社区发展历史过程中,治理主体互动的特点和经验,提出改善社区主体互动机制的关键在于:重塑社区治理理念、完善社区法治建设和创新社区治理主体互动机制建设。
[Abstract]:Under the background that our country is facing the critical period of building a well-off society in an all-round way, the Party puts forward the strategic plan of deepening the reform in an all-round way and the general goal of promoting the modernization of the national governance system and ability. Social governance is an important part of national governance system and ability. at the same time, community, as the smallest unit of society, reflects the ability and level of social governance. Therefore, community governance, as the end of the national governance system, affects the development of the modernization of the national governance system and ability. The key problem of community governance is how to interact with each other in the community and how to institutionalize and program the way of cooperation. Based on the analysis and induction of the characteristics and experience of the interaction of governance subjects in the historical process of community development in China and other regions, this paper puts forward that the key to improving the interaction mechanism of community subjects lies in reshaping the concept of community governance, perfecting the construction of community rule of law and innovating the interactive mechanism of community governance subjects.
