全球化时代西欧社会党的福利政策调整及启示

【摘要】：全球化时期,以英国工党提出系统改革福利政策的"第三条道路"为标志,西欧社会民主党开始评估全球化引发的社会环境变化对福利政策的影响,试图将福利国家发展模式和新自由主义的发展模式有效结合起来,在政策的理念、途径、措施、目标等方面对福利国家模式进行全面的调整,以适应经济全球化影响下国际国内环境变化的要求。福利政策的改革仍是当前社会民主党面临的首要问题。在加快推进以改善民生为重点的社会建设时期,中国共产党应借鉴社会民主党对福利政策的改革和调整的经验,社会建设应当符合具体国情,做到循序渐进,与公民精神的培育结合起来,注重要素整合,实现整体联动。
[Abstract]:In the period of globalization, the Social Democratic Party of Western Europe began to evaluate the impact of the changes in the social environment caused by globalization on welfare policies, marked by the third way of systematic reform of welfare policies put forward by the British Labour Party. This paper tries to combine the development model of welfare state with the development model of neoliberalism, and adjust the welfare state model in the aspects of policy idea, approach, measure, target and so on. In order to adapt to the requirements of the changes in the international and domestic environment under the influence of economic globalization. The reform of welfare policy is still the top issue facing the Social Democratic Party at present. In the period of speeding up social construction, which focuses on improving the people's livelihood, The Communist Party of China should draw lessons from the experience of the Social Democratic Party in the reform and adjustment of welfare policy, and the social construction should conform to the specific national conditions, be gradual and orderly, be combined with the cultivation of civic spirit, pay attention to the integration of elements, and realize the overall linkage.
