反腐败与腐败的博弈:发达国家的经验与我国的对策选择

【摘要】：十八大以后的诸多高压反腐策略对打造政治新生态起到了重要作用,但反腐形势仍然异常严峻,反腐过程中出现了一些新热词,诸如塌方式腐败、裸官、能人腐败、山头主义、走读干部、"苍蝇式腐败"等。腐败是人民的大敌,反腐败是国家长治久安过程持续不断进行的一场"战役"。美国、英国、新加坡等国历史上也出现过腐败阶段,这些国家的反腐经验能够为我国提供很好的借鉴。在反腐败与腐败的博弈中,只有强化反腐败的制度设计,才能让心存侥幸的机会主义者"不敢腐、不能腐、不想腐"。为此在反腐败进程中需要编织反腐天网,包括加大"蚁贪"处罚力度、让违法者有更多担忧、完善举报制度、提升公务员福利、领导干部以身作则、授予反腐机构绝对执法权。

Some new hot words have emerged in the anti-corruption process, such as corruption in the form of collapse, corruption of naked officials, corruption of capable people, and mountainism. Read cadres, "fly corruption", etc. Corruption is the great enemy of the people, and fighting corruption is a "battle" that continues to be carried out in the process of long-term national stability and stability. In the history of the United States, Britain, Singapore and other countries, there has also been a stage of corruption. The anti-corruption experience of these countries can provide a good reference for our country. In the game of anti-corruption and corruption, only by strengthening the institutional design of anti-corruption can the lucky opportunists "dare not corrupt, not corrupt," To this end, we need to weave an anti-corruption Skynet in the anti-corruption process, including increasing the punishment for "ant corruption", making offenders more worried, perfecting the reporting system, improving the welfare of civil servants, and leading cadres to set an example. The anti-corruption agency is granted absolute enforcement power.
