后查韦斯时代委内瑞拉的能源合作战略走向

【摘要】：后查韦斯时代,马杜罗政府在保持查韦斯"能源外交"基调的前提下,为摆脱国内经济困境,将会对委内瑞拉的能源合作战略作出相应的调整。出于委内瑞拉自身经济发展的需要,在其未来的石油合作中,将会减少政治和外交层面的考虑,而在能源合作安全、石油收益最大化等经济层面增加权重。一方面进一步增加能源合作对象国的广泛性和覆盖面,加强互利合作;另一方面对合作伙伴追加投资或借款融资的要求也将明显增加;此外还将积极加强拓展天然气开采与出口的国际合作。这值得中国企业在对委油气资源合作中予以重视。
[Abstract]:After the Chavez era, the Maduro administration in the premise of maintaining the tone of Chavez "energy diplomacy", in order to get rid of the domestic economic difficulties, make corresponding adjustments will be in Venezuelan energy cooperation strategy. For Venezuela's economic development, in the future oil cooperation, will reduce the political and diplomatic considerations, and in cooperation in energy security, oil revenue maximization and other economic increase weight. Further increase the universality and the coverage of the country's energy cooperation on the one hand, strengthen mutually beneficial cooperation; on the other hand, partners and additional investment and loan financing requirements will increase significantly; in addition will also actively strengthen international cooperation to expand natural gas production and export it is worth emphasizing. Cooperation in the oil and gas resources in China on commission business.
