东非“油气繁荣”背后的动荡风险

【摘要】：近年来,东非地区一系列重大油气资源的发现吸引了世界油气工业界的目光,似乎为东非诸国带来了崭新的发展契机。然而,东非"油气繁荣"背后暗藏着巨大的动荡风险。区域内各国之间基于油气利益的竞争,视油气资源为目标的海盗和极端势力的破坏性活动,是东非在地区层次上安全困局的重要内容。以油气资源为主导的单一经济结构将加速东非诸国社会分化,加剧政治分裂与政治冲突,弱化政府的行政存在,进而导致国家面临失控和陷入动荡的风险。
[Abstract]:In recent years, the discovery of a series of major oil and gas resources in East Africa has attracted the attention of the world's oil and gas industry, which seems to have brought new opportunities for the development of East African countries. There is a huge risk of instability behind the "oil and gas boom" in East Africa. The destructive activities of pirates and extremist forces targeting oil and gas resources, based on competition for oil and gas interests among countries in the region, The single economic structure, dominated by oil and gas resources, will accelerate the social division of the East African countries, intensify political divisions and conflicts, and weaken the administrative existence of the government. This in turn puts the country at risk of losing control and plunging into turmoil.
