公民治理与群众自治——中美两国基层治理理论与实践比较研究

【摘要】：公民治理理论虽源于西方国家,但以公民为中心的制度设计理念与我国基层的村(居)民自治都是基于人民主权理论,因此公民治理的精神应运用于包括中国在内的任何以人民主权为政治权力合法性唯一来源的现代国家所有。中国特色的公民治理,即党组织领导下的村(居)民自治,就是人民群众在基层党组织的领导下,依托基层群众自治组织,直接行使民主选举、民主决策、民主管理和民主监督等权利,在自我管理、自我服务、自我教育、自我监督的自治活动中实现人民当家作主。
[Abstract]:Although the theory of citizen governance originates from western countries, the system design idea of taking citizen as the center and the village (resident) autonomy at the grass-roots level of our country are all based on the theory of people's sovereignty. Therefore, the spirit of civil governance should be applied to any modern state, including China, in which the sovereignty of the people is the sole source of legitimacy of political power. Citizen governance with Chinese characteristics, that is, village (resident) autonomy under the leadership of the Party organization, means that the people, under the leadership of the grassroots Party organizations, directly exercise democratic elections and make democratic decisions, relying on grass-roots mass autonomous organizations. The rights of democratic management and democratic supervision, such as self-management, self-service, self-education, self-supervision, the realization of self-control of the people.
