跨部门协同的困境及其破解——基于美国海事机构协同机制的研究

【摘要】:跨部门协同在实践中会遇到诸多困难,有效解决这些问题才能促进部门间合作的顺利实现,增进公共价值。海事机构是跨部门协同的典型领域,美国海事机构跨部门协同的成功经验值得中国学习和借鉴。其有效的运作机制包括从结构上和程序上保证跨部门合作的顺利实现,结构性机制包括设立综合管理机构国家海洋委员会,并下设不同的管理机构,详细规定人员职责;程序性机制包括签订合作协议建立部门间协同关系,制定统一的行动规则,明确规定协同合作原则,明确并细化分工与职责等。美国的经验表明,建立良好的组织结构,结果导向的组织与制度设计以及以细节规定提高制度的可操作性是跨部门协同有效实现的重要因素。
[Abstract]:Interdepartmental cooperation will encounter many difficulties in practice. Only by solving these problems effectively can we promote the smooth realization of interdepartmental cooperation and enhance public value. Maritime agency is a typical field of interdepartmental coordination, and the successful experience of American maritime agency is worthy of China to learn from. Its effective operational mechanisms include ensuring the smooth realization of cross-sectoral cooperation in terms of structure and procedures, and structural mechanisms include the establishment of the National Maritime Commission, an integrated management body, and the establishment of different regulatory bodies with detailed personnel responsibilities; Procedural mechanisms include signing cooperation agreements to establish inter-departmental synergy, formulating unified rules of action, specifying the principle of cooperative cooperation, clarifying and refining the division of labor and responsibilities, etc. The experience of the United States shows that the establishment of a good organizational structure, the result-oriented organization and system design, and the improvement of the operability of the system by detailed regulations are important factors for the effective and cooperative implementation of cross-departmental cooperation.
