加拿大北极安全事务决策分析

【摘要】：加拿大政府关于北极安全政策议题可以界定为人类安全、北极水域监管控制安全、北极主权及军事安全等几个方面。安全政策可以重点考虑,加强北极地区军事化存在强化北极地区主权要求;寻求与俄罗斯和美国在北极地区更为务实的合作框架;发挥加拿大政府在北极理事会中的核心主导作用,推动北极区域治理机制进一步完善,建构北极区域多边安全合作机制;超越地缘政治安全观,建构全球人类安全理念,推动北极全球治理机制的建立。
[Abstract]:Canadian government policy issues on Arctic security can be defined as human security, Arctic waters regulatory control security, Arctic sovereignty and military security. Security policy could focus on strengthening Arctic sovereignty claims by strengthening the militarization of the Arctic; seeking a more pragmatic framework of cooperation with Russia and the United States in the Arctic; Give play to the central leading role of the Government of Canada in the Arctic Council, promote the further improvement of the Arctic regional governance mechanism, construct a multilateral security cooperation mechanism in the Arctic region, transcend the concept of geopolitical security, and construct the concept of global human security, To promote the establishment of the Arctic global governance mechanism.
