美国肯尼迪政府医疗改革失败的原因探析

【摘要】：1960年1月20日,约翰·F·肯尼迪就任美国的第35任总统。他致力于实现其在竞选中提到的关于政治、经济、外交、文化上的目标。在社会保障领域,肯尼迪试图对美国医疗保障制度的现状进行改革。他多次向国会提出相关的改革建议,呼吁联邦政府建立公共医疗项目为社会成员提供医疗保险,为社会发展有组织的医疗服务和完善的医疗设施。特别强调在社会保障制度下为65岁及以上的老年人提供医疗照顾,改善老年人的医疗保障环境,减低其医疗保健的经济成本。但是肯尼迪的老年医疗照顾政策遭受到了来自各方势力的层层阻碍,加之1963年11月22日肯尼迪遇刺身亡,他的医疗改革计划并没有成为现实的政策。本文考察了肯尼迪政府时期美国的医疗制度改革的演变,重点分析了肯尼迪医疗改革上失败原因。论文由引言、正文和结语三个部分组成。引言部分主要是交代了此文的研究背景与问题、国内外的相关的研究状况等。正文部分主要分为三个部分:第一部分介绍了肯尼迪政府进行医疗改革的背景,分别从美国医疗保障制度的起源、20世纪60年代美国的医疗状况、老年人医疗照顾政策的发展历程等方面阐述了肯尼迪进行医疗改革的历史背景以及原因。第二部分主要了概述了肯尼迪关于医疗照顾政策的构想,按照历史时间的先后顺序对肯尼迪医疗照顾政策立法提案的每个时间段进行了介绍和分析。第三部分主要分析了肯尼迪医疗照顾政策在立法斗争过程中遭受的层层阻碍,这些阻碍是导致肯尼迪医疗照顾政策最终失败的原因。结语部分介绍了肯尼迪的老年人医疗照顾计划在约翰逊政府时期成为了现实,简要分析了肯尼迪政府时期关于医疗照顾政策改革的社会思潮争辩以及利益集团冲突对医疗照顾政策出台的影响
[Abstract]:On January 20, 1960, John F. Kennedy became the 35 th President of the United States. He was committed to the political, economic, diplomatic, and cultural goals he had mentioned in the campaign. In the field of social security, Kennedy tried to reform the current state of health care in the United States. He has repeatedly proposed reforms to Congress, calling on the federal government to set up public health programs to provide health insurance for members of society, to develop organized health care and to improve health care facilities. Special emphasis is placed on providing medical care for the elderly aged 65 and over under the social security system, improving the health care environment of the elderly and reducing the economic cost of their health care. But Kennedy's geriatric care policy was thwarted by various forces, and the assassination of Kennedy on November 22, 1963, did not make his health reform plan a reality. This paper examines the evolution of American medical system reform during the Kennedy administration, and analyzes the reasons for the failure of Kennedy medical reform. The thesis consists of three parts: introduction, text and conclusion. The introduction mainly explains the research background and problems of this article, and the related research situation at home and abroad. The main body part is divided into three parts: the first part introduces the background of the Kennedy administration to carry on the health care reform, respectively from the origin of the American medical security system and the medical condition of the United States in the 1960s. This paper expounds the historical background and reasons of Kennedy's medical reform in the development course of medical care policy for the elderly. In the second part, Kennedy's conception of medical care policy is summarized, and each time period of Kennedy's medical care policy is introduced and analyzed according to the order of historical time. The third part mainly analyzes Kennedy medical care policy in the process of legislative struggle, these obstacles are the causes of Kennedy medical care policy failure. The conclusion describes Kennedy's medical care program for the elderly, which became a reality during the Johnson administration. This paper briefly analyzes the debate on the reform of medical care policy during the Kennedy administration and the influence of the conflict of interest groups on the introduction of medical care policy.
