【摘要】:冷战后,面临着经济全球化发展、人口老龄化、劳动力市场前景堪忧、社会保障负效应凸显、民主社会主义面对着经济危机和衰退的挑战、政治力量对比的变动冲击和动摇民主社会主义的政治地位等严重威胁着德国社会保障制度和德国社会民主党的问题的德国社会民主党对该党原有的社会保障政策进行了调整。 德国社会民主党经过1992-1993 年的探讨和争论,在社会保障政策的未来发展方向上达成了共识。基于这一共识,德国社会民主党制定了以增加政府开支来提高社会福利保障的社会保障政策,并于1994 年德国大选中提出了保存现有的社会保障体系,不削减社会福利的社会保障政策。 之后,德国社会民主党对其社会保障政策进行了调整,于1997 年年底提出了冷战后的德国社会民主党将德国政府负担和雇主负担无条件转嫁到德国民众身上的社会保障政策的改革政策的框架。之后,德国社会民主党在其竞选纲领中提出了该党的针对1998 年德国大选的将德国政府负担和雇主负担无条件转嫁到德国民众身上的社会保障政策的改革政策。这标志着冷战后的德国社会民主党的将德国政府负担和雇主负担无条件转嫁到德国民众身上的削减社会福利的社会保障政策的改革政策的基本形成。 之后,德国社会民主党与德国绿党共同签署了名为《起航与革新—德国迈向21 世纪之路》的组阁协议。该协议对德国红绿政府的将德国政府负担和雇主负担无条件转嫁到德国民众身上的社会保障政策的改革政策规定了框架原则。这一协议的签署标志着冷战后德国社会民主党的将德国政府负担和雇主负担无条件转嫁到德国民众身上的社会保障政策的改革政策进入到了一个新的阶段—发展阶段。德国红绿政府上台执政后不久,就减少了政府的社会保险开支并降低了养老金缴费率。此外,红绿政府还提出了其将德国政府负担和雇主负担无条件转嫁到德国民众身上的削减社会福利的医疗保障政策。上述政策提出后不久,德国红绿政府推出了其将德国政府负担和雇主负担无条件转嫁到德国民众身上的削减
[Abstract]:After the Cold War, faced with the development of economic globalization, aging population, the prospect of labor market is worrying, the negative effect of social security is prominent, democratic socialism is facing the challenge of economic crisis and recession. The changes in the balance of political power and the shaking of the political status of democratic socialism have seriously threatened the German social security system and the problems of the German Social Democratic Party, which has adjusted its original social security policy. After discussing and arguing in 1992-1993, the Social Democratic Party of Germany reached a consensus on the future direction of social security policy. On the basis of this consensus, the Social Democratic Party of Germany formulated a social security policy to increase government expenditure to improve social security, and proposed to preserve the existing social security system in the German general election in 1994. A social security policy that does not cut back on social welfare. After that, the Social Democratic Party of Germany adjusted its social security policy. At the end of 1997, the framework of the reform policy of the social security policy that the German Social Democratic Party after the Cold War transferred the burden of German government and the burden of employers to the German people unconditionally was put forward.
