从慈善到公益:伦敦济贫改革与近代慈善救济院制度

【摘要】：16世纪中叶伦敦济贫改革是英国济贫改革的先驱,是政界、知识界与商界合力的结果,其主要成果是五所王室慈善救济院的建立与近代慈善救济院制度的初步形成。伦敦王室慈善救济院以政府主导和差别救济为标志,成为世俗政府化解社会问题、实现社会转型的有效工具。伦敦济贫改革的成功推动了地方城市甚至国家层面的济贫改革,为英国济贫制度从宗教慈善向世俗公益的全面转型开辟了道路。
[Abstract]:In the middle of the 16th century, the reform of London was the forerunner of the reform of the British poor. It was the result of the joint efforts of the political, intellectual and business circles. The main achievement was the establishment of five royal charitable poorhouses and the initial formation of the modern system of charitable workhouses. The London Royal Charitable Relief House, marked by the government's leading and differential relief, has become an effective tool for the secular government to resolve social problems and realize social transformation. The success of the reform of poverty relief in London promoted the reform in local cities and even in the national level, and opened the way for the overall transformation of the British poverty relief system from religious charity to secular public welfare.
