美国政府绩效评估的实践及其对我国的启示

【摘要】:优秀的绩效是树立良好政府形象的基石,绩效评估在衡量政府的管理水平、提高政府的运作效率、改善政府的服务质量等方面发挥着重要的作用。政府绩效评估也成为政府改革领域一个非常热门的话题。 绩效评估作为一项推动政府改革和提高政府工作效率的管理工具在国外公共行政中受到了广泛的关注。政府绩效评估活动在以英美为代表的西方国家中获得了很大的进展,积累了丰富的经验。从20世纪80年代以来,我国各地以转变政府机关工作作风和提高工作效率为突破口,在绩效评估方面进行了有益的探索。但中国政府绩效评估还处于摸索阶段,因此借鉴西方发达国家成功的评估经验和做法,加强政府绩效评估的理论研究和构建富有中国特色的政府绩效评估体系,促进政府绩效评估的规范化和科学化,具有重要的现实意义。本文在指出当前我国政府绩效评估存在的问题的基础上,结合美国的实践提出了对策思考,致力于探索出一条适合我国国情的政府绩效评估发展路径。 基于此,,本文主要分为以下几部分:第一部分:介绍了政府绩效评估的含义以及绩效评估体系的构建。第二部分:以不同的行政范式作为划分标准介绍了美国政府绩效评估的发展,并对其特点进行简要评述。第三部分:简要概述我国政府绩效评估的实践现状和理论研究现状,分析政府绩效评估过程中存在的问题。第四部分:结合美国的实践,立足我国的国情有针对性地提出我国政府绩效评估的建议,以期对我国的政府绩效评估有所帮助。这也是本文的最终目的所在。
[Abstract]:Excellent performance is the cornerstone of establishing a good government image. Performance evaluation plays an important role in measuring the level of government management, improving the operational efficiency of the government, improving the quality of government services, and so on. Government performance evaluation has also become a very hot topic in the field of government reform. Performance evaluation, as a management tool to promote government reform and improve the efficiency of government work, has received extensive attention in foreign public administration. Government performance evaluation has made great progress and accumulated rich experience in western countries represented by the United States and the United States. Since the eighties of the 20th century, in order to change the work style of the government organs and improve the work efficiency, various parts of our country have carried on the beneficial exploration in the aspect of the performance appraisal. However, the performance evaluation of Chinese government is still in the exploratory stage, so we should learn from the successful experience and practice of western developed countries, strengthen the theoretical research of government performance evaluation and build a government performance evaluation system with Chinese characteristics. It is of great practical significance to promote the standardization and scientific evaluation of government performance. On the basis of pointing out the problems existing in the government performance evaluation of our country at present, and combining the practice of the United States, this paper puts forward some countermeasures, and tries to find out a development path of the government performance evaluation which is suitable for our country's national conditions. Based on this, this paper is divided into the following parts: the first part: introduces the meaning of government performance evaluation and the construction of performance evaluation system. The second part introduces the development of American government performance evaluation with different administrative paradigms as the standard of division, and makes a brief comment on its characteristics. The third part: briefly summarizes the practice and theoretical research status of government performance evaluation, and analyzes the problems in the process of government performance evaluation. The fourth part: combined with the practice of the United States, based on the situation of our country, the paper puts forward the suggestion of government performance evaluation in order to be helpful to our government performance evaluation. This is the ultimate purpose of this paper.
