菲律宾非政府组织对外交的影响

【摘要】：在全球化进程不断加深,全球公民社会日益繁盛的今天,非政府组织已成为当下国际关系中不可忽视的力量。非政府组织的活动范围非常广泛,涉及政治、经贸、文化宗教、社会生活等诸多方面,成为了公民社会与外界交往和联系的窗口与纽带。20世纪80年代以来,尤其是在发展中国家,非政府组织对国家与社会以及国际关系等各个层面的参与和政策影响越来越大,引起了社会各界越来越密切的关注。菲律宾仅次于巴西和印度,为拥有全球第三大非政府组织的发展中国家。菲律宾非政府组织活动极其活跃,在经济建设、社会服务、推动政治改革、促进国际交往等领域都扮演着非常重要的角色并发挥越来越重要的作用。本文对菲律宾非政府组织的界定与分类、发展历程及现行管理制度进行了总体的梳理。通过深入了解菲律宾非政府组织影响外交的国内外背景,全面论述了菲律宾非政府组织影响外交的方式：倡议与游说、监督与协调、网络途径、组织社会运动、开展跨国合作。通过上述研究可以发现,在国内环境和国际形势的综合作用下,菲律宾非政府组织从积极和消极两个方面对菲律宾外交产生影响。非政府组织巩固了菲律宾外交政策的三大支柱,扩展了菲律宾外交的内容,增加了菲律宾获得外援的途径。但是部分非政府组织介入政治过深,有的被资金援助方和恐怖主义利用不能坚持其原有的政策和主张,这些非政府组织对菲律宾国家稳定产生了消极影响,进而影响到菲律宾外交政策的稳定性和连续性。NGO在菲律宾社会中扮演着一个多重而复杂的角色,是菲律宾维持国家稳定及持续发展所不可或缺的力量。中菲建交多年,菲律宾非政府组织在中菲关系的发展中也发挥着重要影响,因此中国在发展对菲关系时应重视非政府组织。
[Abstract]:With the deepening of the globalization process and the increasing prosperity of the global civil society, non-governmental organizations have become a force that can not be ignored in the current international relations. The activities of non-governmental organizations (NGOs) are very extensive, covering many aspects such as politics, economy and trade, culture and religion, social life, and so on, which have become the window and link between civil society and the outside world. Especially in developing countries, non-governmental organizations (NGOs) have more and more influence on the participation and policy of national and social and international relations, and have attracted more and more attention from all walks of life. The Philippines, after Brazil and India, is the third largest developing country in the world. Philippine NGOs are very active and play an increasingly important role in the fields of economic construction, social services, political reform and international communication. In this paper, the definition and classification of Philippine NGOs, the development process and the current management system are summarized. Based on a deep understanding of the domestic and foreign background of Philippine NGOs influencing diplomacy, this paper discusses comprehensively the ways in which Philippine NGOs influence diplomacy: initiative and lobbying, supervision and coordination, network approach, organizing social movements, and carrying out transnational cooperation. Through the above research, it can be found that under the combined action of domestic environment and international situation, Philippine non-governmental organizations (NGOs) have an impact on Philippine diplomacy from both positive and negative aspects. NGOs have consolidated the three pillars of Philippine foreign policy, expanded the content of Philippine diplomacy and increased the Philippines' access to foreign aid. However, some non-governmental organizations are too deeply involved in politics, some of which have been used by financial donors and terrorism to persist in their original policies and propositions. These non-governmental organizations have had a negative impact on the stability of the country of the Philippines. NGO plays an important and complex role in Philippine society and is an indispensable force to maintain the stability and sustainable development of the Philippines. For many years since the establishment of diplomatic relations between China and the Philippines, Philippine non-governmental organizations have also played an important role in the development of Sino-Philippine relations, so China should attach importance to non-governmental organizations when developing relations with the Philippines.
