建国初期的党群关系建设研究

【摘要】：新中国成立后,中国共产党从领导人民进行革命的政党变成领导人民进行新中国建设的政党,完成了从创业到守业的转变,面临着巨大的考验。经济上极端落后、政权上还不够稳定,思想上还没有从战争的思维转向建设、执政的思维。作为马克思主义政党中国共产党发挥了最大的政治优势,密切联系群众,调动了广大群众积极性,使群众时刻围绕在党中央的周围,中共也逐步探索出了如何在执政条件下加强党群关系建设的一系列方法。本文第一部分在把握历史的基础上,先探究建国之前中共党群关系建设的经验,以及中共主要领导人对党群关系做出的独特贡献,以便于更好的展开对建国后中共党群关系建设的研究;第二部分析党、群众、国情等因素较建国之前的变化,借此来分析这些因素对建国初期党群关系建设的影响,做到把握影响党群关系变化的各种因素,为后期如何使党群关系朝着更好的方向发展提供经验;第三部分着重分析1949到1956年间,党对工人阶级、党对农民阶级、党对民族资产阶级、党对知识分子这几大群体之间的政策,以及党通过纪律检查、整风、政党建党、开展“三反”运动等手段加强党自身的建设,党要时刻坚定为人民服务的原则,纯洁党的性质,另外还从加强党群关系角度对建国初期的信访制度进行了探究。第四部分则是对党在建国初期为加强党群关系建设所作出工作的总结。
[Abstract]:After the founding of New China, the Communist Party of China changed from a party that led the people to a political party that led the people in carrying out the construction of the new China. It completed the transition from starting a business to keeping a business, and was faced with a great test. It was extremely backward economically. As a Marxist political party, the Communist Party of China has brought into full play its greatest political superiority, has been closely linked with the masses, and has aroused the enthusiasm of the masses. The masses are surrounded by the Party Central Committee all the time, and the CPC has gradually explored a series of methods to strengthen the relationship between the Party and the masses under the ruling conditions. First, to explore the experience in the construction of CPC party-mass relations before the founding of the people's Republic of China, and the unique contributions made by the main leaders of the CPC to the party-mass relations, so as to facilitate better research on the construction of CPC party-mass relations after the founding of the people's Republic of China; the second part analyzes the Party and the masses. The national conditions and other factors are different from those before the founding of the people's Republic of China, so as to analyze the influence of these factors on the construction of party-mass relations in the early years of the founding of the people's Republic of China, so as to grasp the various factors that affect the changes. The third part focuses on the analysis of the Party to the working class, the Party to the peasant class, the party to the national bourgeoisie from 1949 to 1956, the third part focuses on the analysis of the Party to the working class, the Party to the peasant class, the Party to the national bourgeoisie. The Party's policy towards these major groups of intellectuals, as well as the Party's policy of strengthening the Party's own building through disciplinary inspection, rectification, party building and the launching of the "three evils" movement, the Party must always firmly adhere to the principle of serving the people and purify the nature of the Party. In addition, from the angle of strengthening the relationship between the Party and the masses, the paper probes into the system of letters and visits in the early days of the founding of the people's Republic of China.
