【摘要】：科学发展观是我国经济社会发展的重要指导方针，是发展中国特色社会主义必须坚持和贯彻的重大战略思想，也是党必须长期坚持的指导思想。按照科学发展观的要求，我国经济社会发展要转变发展观念、创新发展模式、提高发展质量，降低消耗、减少污染，更加注重经济的发展同人口、资源、环境的协调。中共中央关于制定国民经济和社会发展第十一个五年规划的建议》中提出了建设资源节约型与环境友好型社会，就是落实科学发展观内在要求。作为经济高度发达的广东省，正处于经济高速发展阶段，其经济发展对资源的依赖性很大。但广东省资源短缺，人均资源占有量少，后备资源不足，且环境问题严重，这就使得建设资源节约型和环境友好型的“两型社会”，更具有重要性和紧迫性。本选题以科学发展观为指导，运用理论分析与实证研究相结合的方法，密切结合广东省经济社会发展实际，对广东省“两型社会”建设的举措、问题、原因进行了深入的分析，在借鉴国外在资源和环境方面的成功经验的基础上，进一步提出推进广东省“两型社会”建设的设想和对策，提出要以科学发展观为统领，，完善相关的政策法律制度，做好“两型社会”的示范点建设以及建立和强化“两型社会”建设的绩效考核制度，合理调整产业结构包括积极扶持发展战略型新兴产业和大力发展循环经济和低碳经济。期望通过对广东省“两型社会”建设的研究，能为广东经济朝更加合理、有效的方向发展，实现建设“绿色广东、和谐广东”的宏伟目标提供有价值的参考。
[Abstract]:The scientific concept of development is an important guiding principle for the economic and social development of our country, a major strategic thought that must be adhered to and implemented in the development of socialism with Chinese characteristics, and a guiding ideology that the Party must adhere to for a long time. China's economic and social development should change the concept of development, innovate the development model, improve the quality of development, reduce consumption, reduce pollution, and pay more attention to economic development, population and resources. The proposal of the CPC Central Committee on the formulation of a five-year plan for national economic and social development for 11th years proposed the construction of a resource-conserving and environment-friendly society. As a highly developed economy, Guangdong Province is in the stage of rapid economic development, and its economic development depends heavily on resources. However, Guangdong Province is short of resources and has less resources per capita. The shortage of reserve resources and serious environmental problems make it more important and urgent to build a resource-saving and environment-friendly "two-type society". This topic is guided by the scientific development view, using the method of combining theoretical analysis and empirical research, closely combining the economic and social development reality of Guangdong Province, the construction of "two-oriented society" in Guangdong Province, the measures, problems, On the basis of the successful experience of foreign countries in the field of resources and environment, this paper puts forward some ideas and countermeasures to promote the construction of "two-oriented society" in Guangdong Province, and puts forward that the scientific development view should be taken as the leading factor. Improve the relevant policy and legal system, do a good job of the "two-oriented society" demonstration site construction, and establish and strengthen the "two-type society" construction of performance appraisal system, The rational adjustment of industrial structure includes actively supporting the development of strategic emerging industries and vigorously developing circular economy and low-carbon economy. It is hoped that through the study of Guangdong's "two-oriented society" construction, it will be more reasonable for Guangdong's economic development. Effective development to achieve the goal of "Green Guangdong, harmonious Guangdong" provides valuable reference.
