【摘要】：世界范围内,任何政党执政都会产生风险。而执政地位能不能巩固,就取决于这个政党自身的稳固程度以及其防范、化解各种风险问题的条件和能力。中国共产党,身为一个大国的执政党,正面临着"国际上竞争带来的严峻挑战"及"前进道路上的阻碍和风险"。为了确保中共执政地位的稳固性,继续推进中国特色社会主义事业,我们不得不增强忧患意识、居安思危,切切实实提高党的执政能力,防范并化解党的执政过程中带来的风险问题。党执政能力的提高、执政风险问题的防范和化解,不仅仅是马克思主义的建党思想内容的重要组成部分,也是时代赋予中国共产党的历史方位和历史使命,更是为中国特色社会主义事业的前进指明了方向。以战略高度的眼光来看,党和国家的长治久安,成为全党在新历史时期的重要课题,并具有全局性、战略性及根本性的特征。中国社会在新时期内步入高风险阶段,对执政风险问题理论的研究应当更加注重,对我们当前面临的各类风险和应对策略应深入进行分析。中国共产党所面临的执政风险问题,在十八大以来产生了变化。中国共产党作为一国的执政党,应当对执政风险问题高度重视,不断地提高自身抵御执政风险的能力。同时,对世界发展的新潮流和新趋势做到精准把握,并科学有效地制定政策,稳抓各种机遇,积极化解风险问题,使中华民族屹立于世界民族之林。本研究回顾了以往中国共产党执政的历史经验和教训,对当前执政的主要风险做出了分析。本研究在绪论部分,阐述了选题的背景、研究的意义,并且对已有研究做了简单回顾,指出了本研究的创新之处。第一章主要对研究的核心概念作了辨析,对马克思主义理论中的执政风险理论作了回顾,并指出了研究执政风险对于保持党的先进性,凸显社会主义制度的优越性,确保中国共产党的执政地位方面有重要意义。本文第二章回顾了东欧剧变,苏共失去执政地位的历史原因,回顾了党执政以来的历史实践,通过国内外马克思主义政党的执政经验,分析了当前我党执政的经验教训,即社会主义政党必须坚持经济发展,坚持党的建设,坚持预防和治理腐败。第三章分析了十八大以来党执政的内外环境变化,主要是世情、国情、党情的变化,和面临的主要风险源。在上述研究的基础上,本文第四章提出了十八大后中国共产党应对执政风险的主要对策建议,即中国共产党必须在十八大后稳固自身建设,提高驾驭社会主义市场经济的能力,坚持发展社会主义民主,提高党发展先进文化的能力,必须建设生态文明,着力构建社会主义和谐社会,并提高应对外部国际风险的能力。
[Abstract]:All over the world, any political party in power will have risks. Whether the ruling position can be consolidated or not depends on the degree of stability of the party itself, its prevention, and the conditions and ability to resolve various risks. The Communist Party of China, As a big power, the ruling party is facing "severe challenges from international competition" and "obstacles and risks on the way forward." in order to ensure the stability of the ruling position of the CPC, it is continuing to promote the cause of socialism with Chinese characteristics. We have to strengthen our sense of hardship, heighten our vigilance, improve the Party's ruling ability, guard against and resolve the risks brought about by the party's ruling process, improve the Party's ruling ability, and guard against and resolve the ruling risks. It is not only an important part of the ideological content of Marxist Party building, but also the historical orientation and historical mission entrusted to the CPC by the times. From a strategic perspective, the long-term stability of the party and the country has become an important issue for the whole party in the new historical period, and it has a general character. Strategic and fundamental characteristics. Chinese society has stepped into a high-risk stage in the new period, and more attention should be paid to the study of governance risk theory. We should make an in-depth analysis of the various kinds of risks and coping strategies we are currently facing. The ruling risks faced by the Communist Party of China have changed since the 18th National Congress. As the ruling party of a country, the Communist Party of China, We should attach great importance to the issue of governance risks and constantly improve our ability to resist the ruling risks. At the same time, we should accurately grasp the new trends and trends of world development, and scientifically and effectively formulate policies and seize all kinds of opportunities. This study reviews the historical experience and lessons of the CPC ruling in the past, and analyzes the main risks of the current ruling. This paper expounds the background of the topic, the significance of the research, and makes a brief review of the existing research, and points out the innovation of this study. The first chapter mainly analyzes the core concepts of the research. This paper reviews the ruling risk theory in Marxist theory, and points out that the study of ruling risk can maintain the advanced nature of the Party and highlight the superiority of the socialist system. The second chapter reviews the historical causes of the dramatic changes in Eastern Europe and the loss of the ruling position of the Soviet Communist Party, as well as the historical practice of the Party since it came into power. Based on the ruling experience of Marxist political parties at home and abroad, this paper analyzes the experiences and lessons of our party's ruling, that is, socialist political parties must adhere to economic development and party building. The third chapter analyzes the changes in the internal and external environment of the Party's governance since the 18th National Congress, mainly the changes in the world, the national conditions, the Party's feelings, and the major risk sources faced. On the basis of the above research, The fourth chapter of this paper puts forward the main countermeasures and suggestions for the CPC to deal with the ruling risks after the 18th CPC Congress, that is, the CPC must consolidate its own construction after the 18th CPC Congress and improve its ability to control the socialist market economy. To persist in the development of socialist democracy and to improve the Party's ability to develop advanced culture, it is necessary to build ecological civilization, build a harmonious socialist society, and improve the ability to cope with external international risks.
