当代社会主义国家的党群关系问题研究

【摘要】：党群关系是指政党和人民群众之间的相互联系。它是与政党的产生和发展相生相随的,是关系到党的执政基础和执政地位的一个根本性问题。党群关系是任何国家的执政党都必须面对的一个重要课题,这对于当代社会主义国家执政的共产党来说更为重要。一方面,它们执政地位的取得离不开人民群众的支持和拥护。另一方面,人民群众也离不开党的领导。然而,党群关系并不是一成不变的。随着当代社会主义各国国内外情况的变化,党群关系不断呈现出一些新的情况、新的挑战。面对这些新问题,当代社会主义国家执政的共产党人在马克思主义党群关系思想的指导下,结合本国的实际,形成了比较系统和完整的党群关系理论体系,就密切党群关系的重要性和迫切性,处理党群关系的出发点和落脚点以及处理党群关系的方针和途径进行了系统的阐释。当代社会主义国家对党群关系的理解也并没有仅仅停留在理论层面,而是在政治、经济、社会公平以及党风廉政建设方面采取了一些改善党群关系的政策措施。通过这些理论和实践,当代社会主义国家在改善党群关系方面取得了一定的成效,但是其中存在的问题也是不容忽视的。因此,总结这些经验教训,笔者认为当代社会主义国家要把党群关系提到执政规律的高度来认识,要充分发挥好利益代表和利益整合的作用,要树立正确的权力观,把反腐败作为改善党群关系的着力点,要坚决贯彻和实践党的群众路线。
[Abstract]:The relationship between the Party and the masses refers to the relationship between the political parties and the masses of the people.It is accompanied by the emergence and development of political parties and is a fundamental issue related to the ruling foundation and position of the Party.The relationship between the Party and the masses is an important subject that the ruling party of any country must face, which is more important to the ruling Communist Party of the contemporary socialist country.On the one hand, their ruling status can not be achieved without the support and support of the people.On the other hand, the masses are also inseparable from the leadership of the Party.However, the relationship between the Party and the masses is not inflexible.With the changes of the contemporary socialist countries at home and abroad, the relationship between the Party and the masses presents some new situations and new challenges.In the face of these new problems, under the guidance of Marxist party-masses relations thought and in the light of the reality of their own country, the ruling Communists of contemporary socialist countries have formed a relatively systematic and complete theoretical system of party-mass relations.The importance and urgency of close relationship between the Party and the masses, the starting point and the ending point of handling the relationship between the Party and the masses, and the policy and approach to deal with the relationship between the Party and the masses are systematically explained.The understanding of the relationship between the Party and the masses in the contemporary socialist countries is not only on the theoretical level, but also on the political, economic, social equity and the construction of a clean and honest party style and some policy measures have been taken to improve the relationship between the Party and the masses.Through these theories and practices, some achievements have been made in improving the relationship between the Party and the masses in contemporary socialist countries, but the existing problems can not be ignored.Therefore, summing up these experiences and lessons, the author believes that contemporary socialist countries should raise the relationship between the Party and the masses to the height of the ruling law, give full play to the role of interest representation and interest integration, and establish a correct view of power.It is necessary to resolutely carry out and practice the mass line of the Party, taking anti-corruption as the focus of improving the relations between the Party and the masses.
