马克思反对官僚政治的思想及其现代价值

【摘要】：马克思反对官僚政治的思想是马克思国家学说的重要组成部分,是马克思国家学说研究的需要。当前,针对马克思主义国家学说的研究中,对马克思反对官僚政治的思想的挖掘研究还不够,这影响了马克思主义国家学说研究的深入发展。因此,深入挖掘马克思反对官僚政治思想的内容是研究马克思主义国家学说的重要任务。对马克思反对官僚政治的思想的研究,是作为研究马克思主义的思想的一部分,是马克思主义理论研究的重要内容。马克思反对官僚政治的思想是国际共产主义运动中反对官僚主义斗争的实践经验教训的总结与反思。在国际共产主义运动的发展过程中,有很多例子都能够证明,对官僚政治的反对和惩治,对解决腐败等问题是至关重要的,东欧剧变和苏联解体这两个反例,都是没有做好对官僚政治的惩治而造成的,这些都是实践证明了的反对官僚政治是有必要的。而我国现存的腐败、形式主义、官僚主义、享乐主义、奢靡之风等问题突出,因此,我们当前在建设社会主义的进程中,需要马克思主义反对官僚政治的思想来对我国的政治体制改革进行理论指导;并将其与中国实际相结合,切实解决我国现存腐败等问题。文章写作主要分为五部分:第一部分是前言,主要是介绍了问题的提出,国内外研究现状,研究内容和方法,研究创新及局限。第二部分是对官僚政治内涵的多维解读,主要是通过研究官僚政治一词的起源和含义流变、马克思所理解的官僚政治,完整、全面地解读官僚政治。第三部分是马克思反对官僚政治的思想的形成与发展,主要包括马克思反对官僚政治的思想的起源,马克思反对官僚政治思想的进一步发展,马克思反对官僚政治思想的进一步完善。第四部分是马克思反对官僚政治的主要内容,这是文章的主体部分,主要是马克思对官僚政治的深刻揭露和批判,揭示了官僚政治产生和发展的社会基础、批判了黑格尔国家官僚制度的思想、揭露官僚政治的为资本主义服务的本质;同时,总结了马克思抛弃官僚政治的设想,是建立人民管理国家的民主制度,实现无产阶级专政;建设廉价政府的“廉政思想”;防止国家和国家机关由社会公仆变为社会主人的“公仆意识”;由各公社选举它们的行政的和创制法律的公务员的“普选制”;公开国家的精神及国家的意图;使法律成为人民意志的自觉表现的“法制意识”。第五部分是马克思反对官僚政治思想的现代价值,主要是主要体现在警惕社会主义国家内出现官僚异化;充分发扬“人民主权”,消除官僚政治遗留;推进国家治理体系的现代化;坚决反对形式主义;清除封建主义残余几个方面。文章通过对马克思反对官僚政治的思想发展、思想内容,以及抛弃官僚政治的措施等的研究,总结出其现代价值,希望能够对我国社会主义建设提供理论依据,能够对改变我国现存的一些问题提供指导价值。

But existing in China corruption, formalism, bureaucracy, hedonism, wasteful and other problems, therefore, we are currently in the process of socialist construction, need Marx's bureaucratic thought to oppose the reform of political system in China and its theoretical guidance; and China practice, to solve China's existing corruption etc.. The writing of the article is mainly divided into five parts: the first part is preface, mainly introduced the question proposed, the research status at home and abroad, research contents and methods, research innovation and limitation. The second part is Multidimensional Interpretation of bureaucracy connotation, mainly through the origin and meaning of the word political bureaucratic flow, Marx's understanding of bureaucracy, complete, comprehensive interpretation of bureaucratic politics. The third part is the formation and development of Marx thought against bureaucracy, the main origin including Marx against bureaucratic politics, further the development of Marx's opposition to the bureaucratic political thought, Marx opposed the bureaucratic political thought further improved. The fourth part is the main content of Marx against the bureaucracy, which is the main part of the article, mainly Marx of bureaucracy to expose and criticism, reveals the social basis and the development of bureaucracy, Hagel criticized the bureaucratic system the thought of exposing bureaucratic capitalism as the essence of the service; at the same time, summed up the idea of Marx abandon bureaucracy, Is the establishment of the people's democracy management system, implementation of the dictatorship of the proletariat; the construction of inexpensive government "independent thinking"; to prevent the state and state organs by the public servant to be the master of the "social public servant consciousness"; from the commune election of their administrative and law of civil servants "universal suffrage" spirit and intent; open state of the state; to make law of the will of the people conscious expression of "legal consciousness".
