我国城乡协调发展的理性思考

【摘要】：城乡协调发展是指把农村与城市作为一个社会有机体，统一规划、全盘考虑各种问题以及各方面的利益关系，打破城乡长期分割的二元发展模式，逐渐缩小农村与城市的发展差距，使城乡之间建立起一种良性互动的关系，使农村和城市全面、协调、可持续地发展，推进城乡在政治、经济、文化建设等方面相互协调，并最终实现城乡一体化。城乡协调发展是经济社会发展的重要组成部分。20世纪80年代以来，我国城乡经济高速发展，在满足人民物质生活方面有了长足进步，我国现在已经进入了全面建设小康社会的关键时期。从20世纪末期开始，农村居民和城市居民在收入、福利、教育、医疗、住房、环境等方面发展的差距迅速扩大。进入21世纪以来，针对经济社会发展中出现的问题，，以胡锦涛为总书记的党中央提出了科学发展观、党的十六届三中全会提出了“五个统筹”、党的十七届五中全会描绘了“十二五规划”的蓝图，充分体现出新世纪、新阶段我们党对城乡协调发展的重视程度。本文以科学发展观为指导，从马克思主义哲学的视角，认真研究和探讨国内外关于城乡协调发展的理论，结合我国城乡关系发展的现状，期望达到使处于城乡失调状态中的“人”获得全面而自由发展的最高目标。全文正文共分为三个部分：第一部分：“统筹我国城乡协调发展的重要意义”。首先，厘清城乡协调发展的涵义，指出时代性、整体性、平等互动性、均衡共生性等城乡协调发展所具有的特点，城乡一体化是城乡协调发展的实质；其次，分析城乡协调发展对我国科学发展以及实现人的全面而自由发展具有的意义。第二部分：“我国城乡协调发展中的主要矛盾及成因分析”。首先，着重分析城乡协调发展中经济、政治、文化等方面存在的主要矛盾；其次，分析致使城乡协调发展中存在主要矛盾的原因。第三部分：“统筹我国城乡协调发展的原则和方法”。以马克思主义社会发展理论和科学发展观为指导，在国内外学者有关协调发展研究成果的基础上，在统筹我国城乡协调发展实践的过程中，提出统筹城乡协调发展应坚持的原则和方法。
[Abstract]:The coordinated development of urban and rural areas is to take the rural and urban areas as a social organism, to plan in a unified way, to consider all kinds of problems and the interests of all aspects, and to break the dualistic development model of the long-term division of urban and rural areas. Gradually narrowing the gap between rural and urban development, establishing a positive interactive relationship between urban and rural areas, enabling rural and urban areas to develop in a comprehensive, coordinated and sustainable manner, and promoting coordination between urban and rural areas in political, economic, cultural and other aspects, And finally realize the integration of urban and rural areas. The coordinated development of urban and rural areas is an important part of economic and social development. Since the 1980s, China's urban and rural economy has developed at a high speed and has made considerable progress in meeting the material needs of the people. Our country has entered the key period of building a well-off society in an all-round way. Since the end of the 20th century, the gap between rural and urban residents in income, welfare, education, medical care, housing, environment and so on has expanded rapidly. Since the beginning of the 21st century, the CPC Central Committee, with Hu Jintao as its general secretary, has put forward the concept of scientific development, and the third Plenary session of the 16th CPC Central Committee has put forward the "five overall plans" in view of the problems arising in the course of economic and social development. The Fifth Plenary session of the 17th CPC Central Committee has drawn the blueprint of the 12th Five-Year Plan, which fully reflects the importance our Party attaches to the coordinated development of urban and rural areas in the new century and new stage. Guided by the concept of scientific development, this paper, from the perspective of Marxist philosophy, seriously studies and probes into the theories of coordinated development of urban and rural areas at home and abroad, and combines with the present situation of the development of urban-rural relations in China. To achieve the highest goal of comprehensive and free development of people in the state of urban and rural imbalance. The text is divided into three parts: The first part: the significance of coordinating the development of urban and rural areas in China. First of all, to clarify the meaning of coordinated development of urban and rural areas, pointing out the characteristics of coordinated development of urban and rural areas, such as times, integrity, equality and interaction, balanced symbiosis, etc. The integration of urban and rural areas is the essence of coordinated development of urban and rural areas. This paper analyzes the significance of coordinated development of urban and rural areas to the scientific development of China and the realization of all-round and free development of human beings. The second part: the main contradiction and cause analysis in the coordinated development of China's urban and rural areas. Firstly, it analyzes the main contradictions in the economic, political and cultural aspects in the coordinated development of urban and rural areas; secondly, analyzes the causes of the principal contradictions in the coordinated development of urban and rural areas. The third part: the principles and methods of coordinating urban and rural development in China. Guided by the Marxist theory of social development and the scientific concept of development, and on the basis of the research results of scholars at home and abroad on coordinated development, in the process of coordinating the development of urban and rural areas in China, Put forward the principles and methods that should be adhered to in the coordinated development of urban and rural areas as a whole.
