毛泽东军事思想的历史地位和当代价值

【摘要】：自1982年英阿马岛海战以来，战前就拥有高技术优势的一方即为战场上的获胜方，这似乎成了一条“铁律”。那么，在21世纪信息化条件下的当代，武器装备相对落后的正义一方还能否以弱胜强？结合中国的军事实际，如果再进一步追问，那么问题就变成：作为马克思主义军事理论与中国革命战争和国防建设的实践相结合的产物，毛泽东军事思想曾经成功地指导了中国革命战争的胜利和新中国的国防事业，但是在今天，面对世界新军事革命的挑战和中国特色的军事变革，已经产生了八十多年的毛泽东军事思想，是否还有其当代价值？如果有，它又在什么意义上仍然发挥着作用？对于任何一个关心中华民族命运、关注中国特色军事变革的炎黄子孙，这都是一个需要认真思考和探讨的问题。因为无论是大的时代背景和世界局势，还是中国国防事业的具体形势和任务，都已发生了翻天覆地的变化，因而也都需要我们根据新的形势作出更加符合实际的回答、得出比较科学的结论。为深化毛泽东军事思想和毛泽东思想的研究，进一步推动马克思主义军事理论的中国化并形成中国特色的军事理论，，以推动中国特色的军事变革、迎接世界新军事革命的挑战，本文以“马克思主义中国化”作为宏观背景，把毛泽东军事思想视为马克思主义军事理论中国化的产物，将其置于马克思主义中国化的历史进程中，力求对毛泽东军事思想的历史地位作出符合实际的判断，并在此基础上探讨毛泽东军事思想的当代价值，以探究中国在新世纪强国强军的路径。毛泽东军事思想萌芽于大革命时期，初步形成于土地革命战争时期，在抗日战争时期建立起科学体系，在解放战争时期则全面成熟，并在建国以后的社会主义革命和社会主义建设时期获得了新的发展。它是毛泽东在中国长期的革命战争和建设中，创造性地把中国传统军事思想、外国军事思想，特别是马恩列斯所创立的军事理论运用于中国革命战争的实践，形成的一套完整的具有中国特色的军事思想体系。其中既有毛泽东个人的性格印记并从他的个性品格中反映出的中华民族的伟大气派，同时也具有马克思主义的党性原则和实事求是的品格，是充满着辩证法精神的先进的军事哲学。毛泽东军事思想由战争观和战争方法论、人民战争、人民军队、人民战争的战略战术、民兵和国防建设等六个部分组成了一个互相联系的整体，是关于中国革命战争和军事问题的科学的理论体系，是马列主义的基本原理和中国革命战争具体实践相结合的产物，是中国人民革命战争和军事斗争实践经验的科学总结，是毛泽东思想的重要组成部分，是中国共产党领导中国革命战争、军队建设、国防建设和反侵略战争的指导思想，也是全世界被压迫民族和被压迫人民，以及广大第三世界国家军事思想的理论基础。毛泽东的军事思想创造性地丰富和发展了马克思主义的军事理论，其所揭示的军事规律达到了人类在该领域的新的高度。不仅如此，毛泽东军事思想还提出了一系列重大的军事科学创见，并创造了高超的战争指导艺术。毛泽东军事思想不仅实现了中国军事思想史上的根本变革，科学回答并成功解决了中国革命战争、人民军队建设和国防建设的一系列问题，成为中国革命战争胜利和人民军队建设、国防建设的指南，而且在世界军事思想史上也独树一帜，为原殖民地和半殖民地人民在民族解放、国家独立、人民革命提供了有力的思想武器，指导了被压迫民族和人民的解放运动并取得重大胜利，因而深刻地影响着世界格局，对人类历史产生了深远影响。毛泽东军事思想，作为一个系统阐述军事问题的理论体系，不仅是对某一个具体的战役、战斗的经验总结，而且形成了对人类战争和革命的规律性的认识：无论在什么时代，人都永远是战争中的主宰和决定因素，持有正义一方的人民必将是战争中的最后胜利者。正是基于对这一规律的把握，毛泽东军事思想才具有其不可替代的当代价值：在高科技和信息化时代的今天，尽管帝国主义、霸权主义的武器装备已经武装到牙齿并足以毁灭地球多少次，但是这一切并没有改变人是战争胜负决定因素这一基本原理，胜利者仍将是人，是人民，而不是武器。综上所述，在新世纪新阶段，面对世界新军事革命提出的挑战，毛泽东军事思想仍然是人民军队的立军之本、制胜之基，是指导我军建设发展的行动指南，是推动中国特色军事变革的有力武器，是实现中华民族伟大复兴的重要保障。同时，毛泽东军事思想的推广能够增强包括中国先进的军事文化在内的中华文化的国际影响力，为实现人类永久和平作出贡献。因此，在新的时代背景和现实条件下，我们仍然要继续坚持毛泽东军事思想的精髓——为人民服务的宗旨和实事求是的原则，坚持其与时俱进的理论品质，坚持和发展毛泽东军事思想，并运用毛泽东军事思想的科学的世界观和方法论回答和解决现实的军事领域中的新问题。只有这样，我们才能完成中国特色的军事变革，才能战胜世界新军事革命的挑战，才能实现中华民族的伟大复兴，从而为实现人类永久和平作出我们中国人应有的贡献。
