【摘要】：中国共产党领导军队体制问题，历来受到学术界的高度重视，并始终在进行着广泛而深入的研究。中国共产党领导军队体制是在我国特殊的历史和现实条件下形成的，是20世纪中国革命发展的必然选择。回溯历史，中国共产党在建军作战的实践中，逐步确立了党对军队绝对领导这一重大原则和制度，及时把“党指挥枪”的根本建军原则写进《党章》、写进《宪法》、写进《国防法》，上升为国家意志，确立为我国的基本军事制度，可谓是富有远见，堪称创举。历史雄辨地证明，把人民军队置于中国共产党的绝对领导之下，为党巩固执政地位提供了坚强支撑，为国家长治久安提供了可靠保证，为人民军队发展壮大提供了动力源泉，淋漓尽致地彰显了党对军队绝对领导是党和国家的重要政治优势，这也正是中国基本军事制度最显著的特色所在。文章从中国特色基本军事制度的核心入手，系统深入地探究中国共产党领导军队政治意义，深刻揭示了特有的科学内涵，客观认识党对军队绝对领导的制度保障，具有重大而深远的政治意义。通过分析中国军事制度和西方军事制度的总体差异、中美军队和政党的关系对比、中国历史上两次照搬西方军事制度最终以失败而告终的事实，划清了中西方军事制度的根本界限，厘清了中西方基本军事制度的差异性是由不同的社会制度、历史传统、国家政体和现实军事需求而决定的客观实际，得出了党对军队的绝对领导是当代中国的政治价值。坚持党对军队绝对领导，在中国是一条无可置疑的客观规律，必须始终遵循，坚定不移。新的时代背景下，坚持党对军队绝对领导面临着诸多严峻而复杂的现实考验，，各级必须始终把思想政治建设摆在首位，不断增强党对军队绝对领导一系列制度的贯彻力执行力，大力加强部队各级党组织建设，认真按照党的原则制度选人用人，紧盯形势任务变化不断改进创新工作，确保我国军事力量始终永远置于党的绝对领导之下。
[Abstract]:The Communist Party of China (CPC) has always attached great importance to the military system, and has always been carrying out extensive and in-depth research. The military system led by the Communist Party of China was formed under the special historical and realistic conditions of our country, and it is the inevitable choice for the development of the Chinese revolution in the 20th century. Looking back on history, the CPC, in its practice of building up the army, gradually established the party's absolute leadership over the army as a major principle and system. The timely incorporation of the fundamental principle of the "party command gun" into the "Party Constitution", the "Constitution", and the "National Defense Law" has become the will of the state and the establishment of our country's basic military system.This can be described as a foresight and a pioneering undertaking. History has proved that putting the people's army under the absolute leadership of the Communist Party of China has provided a strong support for the Party to consolidate its ruling position, a reliable guarantee for the long-term stability of the country, and a source of power for the development and growth of the people's army. The Party's absolute leadership over the army is an important political advantage of the Party and the country, which is the most prominent feature of China's basic military system. Starting with the core of the basic military system with Chinese characteristics, the article systematically and deeply explores the political significance of the CPC's leadership of the armed forces, profoundly reveals the unique scientific connotation, and objectively understands the institutional guarantee of the Party's absolute leadership over the army. Have great and far-reaching political significance. By analyzing the general differences between the Chinese military system and the western military system, and comparing the relations between the Chinese and American military forces and political parties, the fact that the Western military system was copied twice in Chinese history ended in failure. It draws a clear line between the basic military systems of China and the West, clarifies that the differences between the basic military systems of China and the West are objective realities determined by different social systems, historical traditions, national polity and actual military needs. The absolute leadership of the Party over the army is the political value of contemporary China. Upholding the Party's absolute leadership over the army is an unquestionable objective law in China and must always be followed and unswervingly. Against the background of the new era, insisting on the Party's absolute leadership over the armed forces is facing many severe and complicated practical tests. All levels must always put ideological and political construction in the first place and constantly enhance the Party's ability to implement a series of systems of absolute leadership over the armed forces. We should vigorously strengthen the building of party organizations at all levels of the armed forces, conscientiously select and employ people in accordance with the party's principles and systems, closely monitor changes in the situation and tasks, and constantly improve and innovate work to ensure that our military forces will always be under the absolute leadership of the party.
