构建社会主义和谐社会背景下重庆市住房保障研究

【摘要】：衣、食、住、行一直被认为是人类社会生存和发展的基本要素。随着我国全面建设小康社会、构建社会主义和谐社会和实现“中国梦”目标的先后提出,“加快推进以改善民生为重点的社会建设”成为现阶段我国改革开放和社会主义现代化建设的一项中心工作。十七大报告明确提出“加快推进以改善民生为重点的社会建设”,“努力使全体人民学有所教、劳有所得、病有所医、老有所养、住有所居,推动建设和谐社会”。十八大报告更进一步提出“要把保障和改善民生放在更加突出的位置”,“加强和创新社会管理”,“坚持促进社会和谐。”截至2020年要达到“住房保障体系基本形成,社会和谐稳定”的目标。可见,能否实现“住有所居”直接关系到我国社会的和谐程度,直接关系到全面建设小康社会目标的实现,具有及为重要的战略意义。重庆市作为年轻的直辖市,国家统筹城乡综合配套改革试验区,城市化进程正在高速推进。重庆市住房保障工作起步较早,自2004年起,重庆市政府相继出台多项政策文件,基本形成包括廉租房、经济适用房、各类棚户区改造和公共租赁房为主要内涵的保障性住房体系,并提出将经济适用房、廉租房逐步纳入公共租赁房建设,实现“三房合一”化管理等先进理念。虽然成效显著,但在仍有不小的提升空间。本研究在借鉴已有成果的基础上,从以下儿个方面开展研究：第一章：理论基础及相关概念界定。本章将在对马克思主义中国化理论中关于社会保障的阐述进行梳理,从毛泽东思想、邓小平理论、江泽民的社会保障思想以及构建社会主义和谐社会理论体系中寻找本研究的理论依据。并对本研究的核心概念：住房保障、保障性住房、建筑产业化和保障性安居工程进行定义和范围界定。第二章：构建社会主义和谐社会背景下重庆市住房保障现状分析。本章中将从构建社会主义和谐社会对重庆市住房保障提出的要求、应对构建社会主义和谐协会要求重庆住房保障现状、重庆市住房保障目前存在的问题和存在问题的原因分析儿个方面进行阐述。描述现状、找到问题、分析原因,为后文的建议做好铺垫。第三章：完善重庆市住房保障的建议。本章在前两章的基础上,针对第二章提出的问题和分析的原因,提出构建社会主义和谐背景下完善重庆市住房保障的建议,以期达到本研究的目的。
[Abstract]:Clothing, food, shelter and transportation have been regarded as the basic elements of the survival and development of human society. With the construction of a well-off society in an all-round way, the construction of a harmonious socialist society and the realization of the goal of "Chinese Dream", "speeding up the construction of society, which focuses on improving the people's livelihood," has become a central task in China's reform, opening up and socialist modernization at the present stage. The report of the Seventeenth National Congress clearly pointed out that "speeding up the construction of a society with emphasis on improving the people's livelihood" and "making efforts to make all the people learn and teach, work and receive, treat the sick, support the elderly, live and live, and promote the building of a harmonious society." The report of the 18th National people's Congress further proposed that "we should put the protection and improvement of the people's livelihood in a more prominent position", "strengthen and innovate social management," and "persist in promoting social harmony." By 2020 to achieve the "housing security system basic formation, social harmony and stability" goal. It can be seen that whether we can realize the "living and living" is directly related to the harmonious degree of our society, and directly related to the realization of the goal of building a well-off society in an all-round way, which is of great strategic significance. As a young municipality directly under the Central Government, the urbanization process is advancing at a high speed in the pilot area of urban and rural comprehensive reform. The housing security work in Chongqing started early. Since 2004, the Chongqing Municipal Government has issued a number of policy documents, including low-rent housing, comfortable housing, All kinds of shantytown reconstruction and public rental housing as the main connotation of the indemnificatory housing system, and put forward the comfortable housing, low-rent housing gradually into the public rental housing construction, realize the "three in one" management and other advanced concepts. Although the results are remarkable, there is still room for improvement. On the basis of using the existing achievements for reference, the research is carried out from the following aspects: Chapter one: theoretical basis and definition of relevant concepts. This chapter will comb the elaboration of social security in Marxism Sinicization theory, from Mao Zedong thought, Deng Xiaoping theory, Jiang Zemin's social security theory and the theoretical system of building a socialist harmonious society to find the theoretical basis of this study. And the definition and scope of the core concepts of this study: housing security, affordable housing, construction industrialization and affordable housing project. The second chapter: under the background of constructing socialist harmonious society, the present situation of housing security in Chongqing is analyzed. In this chapter, from the requirements of building a harmonious socialist society on housing security in Chongqing, we should build a socialist harmonious society to demand the current situation of housing security in Chongqing. The problems and causes of housing security in Chongqing are discussed. Describe the current situation, find the problem, analyze the reasons, and lay the groundwork for the following suggestions. The third chapter: the suggestion of perfecting housing security in Chongqing. On the basis of the first two chapters, this chapter puts forward some suggestions to perfect the housing security in Chongqing under the background of socialist harmony, aiming at the problems raised in the second chapter and the reasons for the analysis, in order to achieve the purpose of this study.
