马克思异化理论视域下的中国公共权力腐败研究

【摘要】：近年来,中国共产党和中国政府在全国人民的广泛支持下,不断加强反腐败和廉政建设,取得了明显成效；但由于当前中国的经济体制、社会结构和人们的思想观念等正在发生深刻变化,各方面的制度规范不够完善,公共权力腐败在一些领域仍然易发多发,反腐形势依然严峻,反腐倡廉问题仍是人们广泛关注的社会问题之一。从异化的角度看,公共权力腐败是公共权力偏离其创制本原及存在价值的异化行为；分析与解决公共权力腐败问题,需要异化理论的指导。建立在唯物史观基础上的马克思异化理论,具有重大理论和应用价值,是马克思理论体系的重要组成部分,为人们认识、剖析、解决公共权力异化滋生的腐败问题提供宝贵的思想资源。在系统梳理马克思异化理论的具体内容及当代启示的基础上,综合运用文献、实证、比较等研究方法,科学判定现阶段中国公共权力腐败总体形势和具体特点；学习和借鉴马克思异化理论的分析角度和方法,尤其利用历史和价值维度评价异化问题的方法,剖析腐败成因,澄清认识误区；最后,在其指导下,确立起中国公共权力腐败治理的正确态度和基本思路；以人作为公共权力异化活动的核心,紧紧围绕现阶段影响人腐败的经济、政治、文化、社会等客观因素以及人为因素,提出针对性措施,为中国公共权力腐败治理方案的改革、创新提供参考,促进现阶段的反腐倡廉建设。全文共分七章。第一章,绪论。主要阐述了问题提出及研究背景、研究意义、国内外研究综述等内容。第二章,理论梳理。对马克思异化理论的范围加以限定,对理论的具体内容及当代启示进行系统阐述。第三章,概述。主要阐述了公共权力、公共权力腐败的基本内涵,公共权力腐败与公共权力异化之间的关系,以及马克思异化理论对研究中国公共权力腐败的指导价值。第四章,现状分析。主要阐述了现阶段中国公共权力腐败的总体形势和具体特点。第五章,成因剖析。学习和借鉴马克思异化理论的研究角度和方法,从经济、政治、社会、文化、公共权力行使者方面分析了中国公共权力腐败的成因。第六章,腐败治理。在马克思异化理论指导下,全面系统阐述了治理中国公共权力腐败的对策。第七章,结语。公共权力腐败的防治工作是一项长期而艰巨的任务,坚信在中国共产党和中国政府的领导下,在社会各界不断达成共识和积极参与的条件下,中国的反腐倡廉建设将不断取得新的成绩,并随着中国社会经济的不断发展和生产力的不断进步,最终得到解决。
[Abstract]:In recent years, the Communist Party of China and the Chinese Government, with the broad support of the people of the whole country, have continuously strengthened the building of anti-corruption and clean government, which has achieved remarkable results; but because of the current economic system in China, Profound changes are taking place in the social structure and people's ideas, the institutional norms in various fields are not perfect, corruption of public power is still prone to frequent occurrence in some fields, and the anti-corruption situation remains grim. The problem of anti-corruption is still one of the social problems that people pay more attention to. From the point of view of alienation, public power corruption is the alienation behavior of public power deviating from its original origin and existing value, and the analysis and solution of the problem of public power corruption need the guidance of alienation theory. Marx's alienation theory, which is based on historical materialism, has great theoretical and applied value and is an important part of Marx's theoretical system. Solving the problem of corruption caused by alienation of public power provides valuable ideological resources. On the basis of systematically combing the concrete contents and contemporary enlightenment of Marx's alienation theory, the author synthetically applies the research methods of literature, demonstration and comparison to scientifically judge the general situation and specific characteristics of the corruption of public power in China at present. Study and draw lessons from the analysis angle and method of Marx's alienation theory, especially using the method of history and value dimension to evaluate alienation problem, analyze the cause of corruption, clarify the misunderstanding; finally, under its guidance, To establish the correct attitude and basic thinking of the governance of corruption of public power in China, to take the human being as the core of the alienation of public power, and to closely revolve around the economic, political, cultural, social and human factors that affect the corruption of people at this stage. This paper puts forward targeted measures to provide reference for the reform and innovation of the management scheme of corruption of public power in China, and to promote the construction of anti-corruption and clean government at the present stage. The full text is divided into seven chapters. Chapter one, introduction. The research background, the research significance, the domestic and foreign research review and so on are discussed. The second chapter, theory combing. The scope of Marx's alienation theory is limited, and the concrete content and contemporary enlightenment of the theory are systematically expounded. Chapter III, Overview. This paper mainly expounds the basic connotation of public power, the basic connotation of public power corruption, the relationship between public power corruption and public power alienation, and the guiding value of Marx's alienation theory to the study of Chinese public power corruption. The fourth chapter, the present situation analysis. This paper mainly expounds the general situation and specific characteristics of public power corruption in China at present. Chapter five analyzes the cause of formation. This paper studies and draws lessons from the research angle and method of Marx's alienation theory, and analyzes the causes of corruption of Chinese public power from the aspects of economy, politics, society, culture and the exercisers of public power. Chapter VI, corruption governance. Under the guidance of Marx's alienation theory, the countermeasures of controlling the corruption of public power in China are expounded in a comprehensive and systematic way. Chapter VII, conclusion. The prevention and control of corruption in public power is a long-term and arduous task. It is firmly believed that under the leadership of the Communist Party of China and the Chinese Government, under the conditions of reaching consensus and active participation by all sectors of society, The construction of anti-corruption in China will make new achievements, and with the continuous development of China's social economy and the continuous progress of productive forces, it will be finally resolved.
