中国共产党执政模式的特征与优化

【摘要】：建国前期,中国共产党照搬苏联“以党代政的政治体制,自上而下、高度集权的计划经济体制和固步自封、僵化不前的意识形态”的模式深受其害。改革开放后,中国共产党在邓小平理论、“三个代表”重要思想、科学发展观的思想指导下,在推进改革开放和现代化建设实践过程中,形成了具有中国特色的共产党执政模式。第一章重点考察中国共产党执政模式形成的条件。在经济上,新中国建立后选择了计划经济模式决非偶然,而从计划经济到市场经济的转变也正是由当时的历史条件决定的；中国共产党党政关系以及中国共产党与各民主党派的党际关系是构成中国共产党执政模式形成的重要政治条件；在文化上,中国共产党实现了从民主、科学、大众的新民主主义文化到中国特色社会主义文化的变迁。这三个方面构成并相互制约着中国共产党执政模式的形成基础。第二章阐述中国共产党执政模式的基本特征。具体内容为：在意识形态层面,形成了以毛泽东思想、邓小平理论、三个代表重要思想和科学发展观为理论指导的马克思主义中国化,形成了社会主义核心价值体系；在制度层面,确立了人民民主专政制度、人民代表大会制度、多党合作和政治协商制度；在功能层面,奠定了党对国家以及社会的领导基础。第三章论述中国共产党执政模式的优化问题。中国共产党执政模式应当是一种动态平衡模式,中国共产党应当善于优化这种动态的平衡。中国共产党必须不断转变执政理念、创新执政方式、改革执政体制,全方位地对执政模式进行优化。
[Abstract]:In the early period of the founding of the people's Republic of China, the Communist Party of China was deeply affected by the Soviet Union's "political system of Party and political affairs, top-down, highly centralized planned economy and rigid and rigid, rigid ideology". After the reform and opening up, the Communist Party of China was guided by the thought of the Deng Xiaoping theory, the important thought of "Three Represents" and the thought of Scientific Outlook on Development under the guidance of the reform and opening up. In the process of promoting reform, opening up and modernization, a ruling mode of the Communist Party with Chinese characteristics was formed.
The first chapter focuses on the conditions for the formation of the ruling mode of the Communist Party of China. In the economy, the choice of the planned economy model after the establishment of the new China is not accidental, and the change from the planned economy to the market economy is determined by the historical conditions of the time. The party and the government relations of the Communist Party of China and the inter party of the Communist Party of China and the various democratic parties. The relationship is an important political condition for the formation of the ruling mode of the Communist Party of China. In culture, the Communist Party of China has realized the transition from democracy, science, the new democratic culture of the masses to the socialist culture with Chinese characteristics. These three aspects constitute and restrict the formation of the foundation of the ruling mode of the Communist Party of China.
The second chapter describes the basic characteristics of the ruling mode of the Communist Party of China. The specific content is: in the ideological level, the formation of the Mao Zedong thought, Deng Xiaoping theory, the important thought of the Three Representatives and the Marx doctrine guided by Scientific Outlook on Development in China, formed the core value system of social justice, and established people in the system level. The democratic dictatorship system, the people's Congress system, the multi-party cooperation and political consultation system have laid the foundation for the party's leadership over the country and the society at the functional level.
The third chapter discusses the optimization of the ruling mode of the Communist Party of China. The ruling mode of the Communist Party of China should be a dynamic balance mode. The Communist Party of China should be good at optimizing this dynamic balance. The Communist Party of China must constantly change the concept of governance, innovate the ruling mode, reform the political system and optimize the ruling mode in all directions.
