政府处理突发性灾害事件过程中的群众路线研究

【摘要】：群众路线是中国共产党取得革命胜利、维护政权稳定的重要法宝,是马克思主义基本原理同中国革命、建设实际相结合的伟大创举,学术界关于群众路线的研究成果也比较丰富。与此同时,由于信息传播技术飞速发展,突发性灾害事件越来越受到人们的关注,怎样运用群众路线的精髓来解决突发性灾害事件,成为了政府急需攻克的难题,学术界在这一方面的研究仍有很大的空间。群众路线是毛泽东思想和中国特色社会主义理论体系的核心内容,体现了中国共产党为人民服务的伟大宗旨,揭示了马克思主义哲学的本质特征,也是党和政府制定法律、纲领、路线、方针以及政策的基本要求。纵观历史,我们不难看出,只有坚持群众路线才能取得一切革命和建设的成功,脱离了群众路线只能落得失败的下场,国民党的败走和苏共的衰落就是最好的证明。近年来,突发性灾害事件频发,人们对突发性灾害事件的关注度也日益提升,导致政府处理突发性灾害事件的压力越来越大。因此,群众路线被时代赋予了新的功能,它不仅可以协助政府缓解因突发性灾害事件而引起的社会矛盾,帮助群众化悲痛为力量,团结一致,共同应对突发性灾害事件,还可以维护广大人民群众的利益,保证他们能监督政府处理突发性灾害事件的全过程。此外,政府通过与群众的沟通交流,可以更好地提升自己的能力,消除群众的疑虑。建国以来,我国政府一直在不断探索如何运用人民的力量来解决突发性灾害事件。建国初期,政府对舆论的管控比较严格,人民群众的正常诉求也时常遭到忽视,政府及军队是抢险救灾的主要力量。到了文革时期,社会舆论更是被抹上了阶级斗争的色彩,政府盲目地发动群众力量,片面地理解自力更生的涵义,拒绝其他国家和地区对灾区的援助。到了改革开放以后,群众言论自由得以实现,群众力量也开始科学的登上舞台,成为突发性灾害事件处理过程中的重要一环。因此,要使政府在处理突发性灾害事件过程中坚持群众路线并取得实效,必须：第一、政府应该重视群众力量,向他们普及防灾救灾知识,并利用它们的优势更好地应对突发性灾害事件。第二、加强对政府工作人员的思想教育,树立他们为人民服务的意识。第三、完善政府处理突发性灾害事件的方法,拉近同人民群众的距离。第四,向群众做好宣传工作,及时摆明政府的态度。第五,建立完善的奖惩体系,把群众的满意度放到重要的位置。
[Abstract]:The mass line is an important magic weapon for the Communist Party of China to win the revolution and safeguard the stability of the political power. It is also a great pioneering undertaking to combine the basic principles of Marxism with the Chinese revolution and the reality of construction. Academic circles on the mass line of research results are also relatively rich. At the same time, because of the rapid development of information communication technology, people pay more and more attention to the sudden disasters. How to use the essence of the mass line to solve the sudden disasters has become a difficult problem that the government urgently needs to solve. There is still a lot of room for academic research in this area. The mass line is the core content of Mao Zedong thought and the theory system of socialism with Chinese characteristics, which embodies the great purpose of the CPC in serving the people, reveals the essential characteristics of Marxist philosophy, and is also the law made by the Party and the government. The basic requirements of programs, routes, guidelines and policies. Throughout history, it is not difficult to see that only by adhering to the mass line can all the revolution and construction succeed, and if we break away from the mass line, we can only fail, and the defeat of the Kuomintang and the decline of the Soviet Communist Party is the best proof. In recent years, with the frequent occurrence of sudden disasters, people pay more and more attention to the sudden disasters, which leads to more and more pressure on the government to deal with the sudden disasters. Therefore, the mass line has been given a new function by the times. It can not only help the government to alleviate the social contradictions caused by sudden disasters, but also help the masses to turn grief into strength, unite and work together to deal with sudden disasters. It can also protect the interests of the masses and ensure that they can supervise the whole process of the government dealing with sudden disasters. In addition, the government through communication and communication with the masses, can better improve their own ability, remove the doubts of the masses. Since the founding of the people's Republic of China, our government has been exploring how to use people's power to solve sudden disasters. In the early days of the people's Republic of China, the government controlled public opinion strictly, and the normal demands of the people were often ignored. The government and the army were the main force of emergency and disaster relief. In the period of the Cultural Revolution, the public opinion was put on the color of class struggle, the government blindly mobilized the mass strength, one-sided understanding of the meaning of self-reliance, and refused assistance from other countries and regions to the disaster area. After the reform and opening up, the freedom of speech of the masses has been realized, and the mass force has also begun to step onto the stage scientifically and become an important link in the process of dealing with sudden disasters. Therefore, in order for the government to adhere to the mass line and achieve practical results in the course of dealing with sudden disasters, it must: first, the government should attach importance to the strength of the masses and popularize the knowledge of disaster prevention and relief to them. And take advantage of their advantages to better deal with sudden disaster events. Second, strengthen the ideological education of government functionaries and establish their awareness of serving the people. Third, improve the government's approach to sudden disasters and close the distance with the people. Fourth, to the masses to do a good job in propaganda work, timely show the attitude of the government. Fifth, the establishment of a sound system of rewards and punishments, the satisfaction of the masses to an important position.
