【摘要】：执政意识形态创新是“提高党的执政能力”和“保持党的先进性”的题中应有之义,是“党的建设科学化”、“提高党的建设科学化水平”和“建设马克思主义学习型政党”的内在要求,也是坚持马克思主义意识形态指导地位、坚持中国共产党在中国特色社会主义事业中的核心领导地位的必然要求。在世情、国情、党情、社情发生深刻变化,在新自由主义、民主社会主义、历史虚无主义、“普世价值”等同马克思主义争夺意识形态阵地和话语权的背景下,如何推进中国共产党执政意识形态创新、巩固和发展党的执政权威成为了我国思想界、学术界关注的重大课题。从科学发展观的视域探讨中国共产党执政意识形态的内涵、特征、功能,分析中国共产党四代中央领导集体核心在执政意识形态方面的探索,探讨中国共产党执政意识形态面临的挑战、机遇,并展望和探索中国共产党执政意识形态的创新之路无疑具有重大的理论意义和实践意义。全文分六个部分。第一部分主要运用比较方法、诠释学方法、文献解读方法阐释执政意识形态的内涵、特征及功能。执政意识形态是执政党为自己执政的合法性进行辩护的思想体系,它是执政党执政合法性资源结构中最为基础的部分,它为政治体系的合法性提供道义上的解释,它通过培育社会成员对于政治体系的合法性认同和情感来起作用,有助于政治权威的形成；它具有建设性、包容性和开放性等特征；为执政党执政合法性提供辩护、并有政治动员和社会整合功能。第二部分是中国共产党执政意识形态创新的历史考察：主要运用历史和逻辑相结合的方法、文献解读的方法梳理中国共产党执政意识形态发展的脉络和阶段演变,本章的重点主要是分析中国共产党四代中央领导集体核心在执政意识形态方面的探索。第三部分是中国共产党执政意识形态创新的当代际遇：综合运用实证分析、比较分析和辩证分析的方法来研究世情、国情、党情的新变化对执政党意识形态造成的挑战和机遇,重点研究经济全球化、科学技术新变化、改革开放和市场经济带来的社会转型和阶层分化、西方向中国实施“和平演变”图谋、散播各种非马克思主义思潮等对中国共产党执政意识形态造成的冲击和影响。第四部分探讨中国共产党执政意识形态创新的价值取向：指出民主、法治、公正、效率是中国共产党的价值追求,文章综合运用比较分析和辩证分析方法分析并阐明了实现民主、法治、公正、效率价值取向的路径,如程序民主与实质民主的有机统一、党内民主与人民民主的有机统一,人治向法治的转变、法治与德治的有机结合等,为中国共产党执政意识形态创新指明了方向。第五部分是中国共产党执政意识形态创新的基本原则：运用综合分析法围绕几个统一来展开分析和论述：意识形态创新与经济、政治、社会发展的统一；执政意识形态的稳定性和适度弹性的统一；传统载体与现代科技的统一第六部分是中国共产党执政意识形态创新的路径研究：综合运用实证分析、比较分析和辩证分析的方法重点阐述了下列问题：用发展中的马克思主义作为党的指导思想；保持党的核心利益、人民根本利益、人民现实利益的有机统一；以经典马克思主义作为基础资源,吸纳中华传统智慧、西方进步学说,在实践基础上推陈出新；以法律机制规范、以思想教育引导、以文化娱乐塑造、以媒体和组织推广,构建执政意识形态传播和灌输的立体网络。
[Abstract]:The innovation of the ruling ideology is the meaning of "improving the ruling ability of the party" and "keeping the party's advanced nature". It is the inherent requirement of "scientific party construction", "improving the scientific level of the party building" and "building a Marx learning party", and also holding the guiding position of Marx ideology, insisting The inevitable requirement of the CPC's core leadership in the cause of socialism with Chinese characteristics.
Under the background of new liberalism, democratic socialism, historical nihilism, "universal value" and Marx's contending for ideological position and discourse power, how to promote the innovation of the ruling ideology of the Communist Party of China and consolidate and develop the ruling authority of the party has become our country's thought. From the perspective of Scientific Outlook on Development, the connotation, characteristics and functions of the ruling ideology of the Communist Party of China are discussed from the perspective of Scientific Outlook on Development. The exploration of the ruling ideology of the central leadership of the four generations of the Communist Party of China is analyzed, and the challenges, opportunities, prospects and exploration of the ruling ideology of the Communist Party of China are discussed. The innovation of the ruling ideology of the Communist Party of China is undoubtedly of great theoretical and practical significance.
The full text is divided into six parts. The unity of the stability and the moderate elasticity of the form; the sixth part of the unification of the traditional carrier and the modern science and technology is the path of the innovation of the ruling ideology of the Communist Party of China: the comprehensive application of the empirical analysis, the comparative analysis and the dialectical analysis of the following issues: the guiding ideology of the Marx doctrine in the development of the party. To maintain the core interests of the party, the fundamental interests of the people, the organic unity of the people's practical interests, the classical Marx doctrine as the basic resource, the traditional wisdom of the Chinese, the theory of western progress, the new practice on the basis of practice, the guidance of ideological education, cultural entertainment and the promotion of media and organization by the legal mechanism.
