马克思恩格斯政府公共职能思想在当代中国的发展与实践

【摘要】：中国共产党从成立伊始，，就是一个以马克思列宁主义为指导思想的党。随着以毛泽东为核心的中国共产党第一代中央领导集体将马克思主义的基本原理和中国革命与建设的实际情况相结合，经过几代领导集体的共同努力，探索出一条适合中国国情的社会主义革命和建设道路。马克思恩格斯政府公共职能思想是中国共产党政府服务思想的理论渊源，从毛泽东提出我们的政府是为人民服务的政府开始，以这个理论为先导，各届政府相继提出领导就是服务，执政为民，大力建设服务型政府等指导思想，有助于强化我国政府的社会管理和公共服务职能。这些理论的提出是马克思恩格斯政府公共职能思想的中国化，它们不仅为当前我国及其它社会主义国家建设服务型政府提供直接的理论支撑，也为政府开拓创新提供宝贵的经验和启示。政府在全球化的浪潮中，只有根据国内国外的形势适时调整政府职能，才能增强国家的竞争力，立于世界之林。 马克思恩格斯政府公共职能思想在当代中国的发展与实践是个长远而有意义的课题，在竞争激烈的今天，如何最大限度发挥和提升政府能力，满足人们日益增长的物质文化需求，是我国政府不断追求的目标。本文将通过对马克思恩格斯政府公共职能思想的梳理、归纳与反思，分析中国共产党在不同时代背景下，对马克思恩格斯政府公共职能思想的继承与发展，目的在于阐述马克思恩格斯政府公共职能思想的同时，能够对国家及其职能有一个全新的认识，并以此为指导思想，研究完善建设服务型政府的途径。
[Abstract]:From the beginning of its founding, the Communist Party of China is a party guided by Marxism and Leninism. With the combination of the basic principles of Marxism and the actual situation of Chinese revolution and construction, the first generation of central leading collective of the Communist Party of China, with Mao Zedong as the core, has made joint efforts through several generations of collective leadership. We will explore a road of socialist revolution and construction suited to China's national conditions. Marx and Engels' public function thought of government is the theoretical origin of the government service thought of the Communist Party of China. Since Mao Zedong put forward that our government is the government serving the people, it is guided by this theory. Each government has put forward the guiding ideology of "leadership is service", "ruling for the people" and "building service-oriented government", which is helpful to strengthen the social management and public service function of our government. The proposition of these theories is the localization of Marx and Engels' public function thought, which not only provides direct theoretical support for the construction of service-oriented government in our country and other socialist countries, but also provides direct theoretical support for the construction of service-oriented government in China and other socialist countries. It also provides valuable experience and inspiration for the government to open up and innovate. In the tide of globalization, only by adjusting the government function according to the situation of domestic and foreign countries, can the government strengthen the competitiveness of the country and stand in the forest of the world. The development and practice of Marx and Engels' government's public function in contemporary China is a long-term and meaningful topic. In today's fierce competition, how to maximize and enhance the government's ability, To meet the increasing material and cultural needs of people is the goal that our government pursues constantly. This paper will analyze the inheritance and development of Marx and Engels' government's public function thought under different times background through combing, summing up and reflecting on Marx and Engels' government public function thought, and analyzing the Communist Party of China's inheritance and development to Marx and Engels' government public function thought under different times background. The purpose is to expound Marx and Engels government's public function thought, at the same time, can have a brand-new understanding to the country and its function, and take this as the guiding ideology, study the way to perfect the construction of the service-oriented government.
