【摘要】：中国是一个以农民人口占大多数的农业大国。农业—农村—农民所构成的“三农”问题，历来是中国社会发展的重大问题，也是解决中国一系列问题的基本问题。而农民作为三农问题中的人的要素，又是农村进步、农业发展的主体因素。只有深刻认识农民问题才能有效的解决国家发展中的一系列问题。当前，农业现代化建设、城镇化建设、新农村建设、农转非户籍改革、土地流转制度改革等等，都需要正确的理论指导，研究以胡锦涛为核心的新一届领导集体的农民观——“胡锦涛农民观”具有重要的历史意义和现实意义。农民观是对农民问题的基本看法和态度，正确的农民观是解决农民问题的理论前提。马克思主义农民观，是辩证唯物主义的农民观，它符合社会发展的规律，是随着时代发展而与时俱进的科学理论。胡锦涛农民观的产生和发展有着深厚的理论渊源和实践基础：是农业现代化的客观要求；三农特殊性的统筹要求；城镇化发展的趋势要求；农民工出现的时代要求。胡锦涛农民观的思想内容主要包括：充分重视三农问题；切实保障农民的社会权益；积极推进新农村建设；妥善解决农民工问题。强调经济上给农民更多的物质利益；政治上给农民更多的民主权利；文化上给农民更多的精神需要；社会上给农民更多的公共权益；努力构建城乡和谐发展。胡锦涛农民观既有丰富的理论意义，又有深刻的实践价值。从理论上说，它丰富发展了马克思主义的农民观；有助于我们更深刻的认识农民问题的重要性；为国家制定正确的三农政策提供理论支撑。从实践上看，正确的农民观对于推动农民现代化，实现中国的现代化；落实科学发展观，，推进城乡协调发展；让农民共享改革成果，构建全民和谐社会具有深刻的实践指导意义。
[Abstract]:China is a large agricultural country with a large peasant population. The problem of agriculture, countryside and farmers has always been a major problem in China's social development, and also a basic problem to solve a series of problems in China. The farmer, as the human element of the three rural issues, is the main factor of rural progress and agricultural development. Only a deep understanding of the problem of farmers can effectively solve a series of problems in the development of the country. At present, the modernization of agriculture, the construction of urbanization, the construction of new rural areas, the reform of rural non-household registration, the reform of the land circulation system, etc., all need correct theoretical guidance. It is of great historical and practical significance to study the "Hu Jintao Peasant View", which is a new leading group with Hu Jintao as the core. The view of farmers is the basic view and attitude to the problem of peasants, and the correct view of farmers is the theoretical premise to solve the problems of peasants. Marxist view on peasants is a dialectical materialistic view of farmers, which accords with the law of social development and is a scientific theory that keeps pace with the times. The emergence and development of Hu Jintao farmers' view has profound theoretical origin and practical foundation: it is the objective requirement of agricultural modernization, the overall demand of the particularity of agriculture, the trend of urbanization, and the time requirement of peasant workers' appearance. The ideological content of Hu Jintao farmers' view mainly includes: paying full attention to "three rural issues"; ensuring farmers' social rights and interests; actively promoting the construction of new rural areas; and properly solving the problem of migrant workers. It emphasizes more material benefits for farmers in economy, more democratic rights for farmers in politics, more spiritual needs for farmers in culture, more public rights and interests for farmers in society, and strives to build a harmonious development between urban and rural areas. Hu Jintao farmer view has both rich theoretical significance and profound practical value. Theoretically, it enriches and develops Marxist views on farmers, helps us to understand the importance of peasant issues, and provides theoretical support for the country to formulate correct policies on agriculture, rural areas and farmers. From a practical point of view, a correct view of farmers can promote the modernization of farmers and realize the modernization of China; implement the scientific concept of development and promote coordinated development between urban and rural areas; and let farmers share the fruits of the reform. Building a harmonious society for all people has profound practical significance.
