转变经济发展方式视野下党的驾驭市场经济能力研究

【摘要】：在社会主义条件下发展市场经济，，实现社会主义与市场经济的结合，这对于我党来说既是一个伟大的创举，又是一个全新的课题。特别是在我国经历近三十年的计划经济后再发展市场经济，它所面临的制度、思想等方面的阻碍也更多，所以在我国发展市场经济是一项长期而复杂的工程。改革开放后，在邓小平同志的领导下我党不断探索市场经济在中国发展的新道路，逐步建立了具有中国特色的社会主义市场经济体系。在这一过程中我党逐渐意识到驾驭市场经济能力不仅是党执政能力的重要组成部分，而且是我国经济社会发展的重要保障。党只有具备了较强的驾驭市场经济能力，才能确保我国市场经济“活而不乱、管而不死”，实现我国经济社会又好又快地发展。所以在执政能力建设中我党把驾驭市场经济能力放在重要位置，在2004年的十六届四中全会上将这一能力放在党的五大执政能力之首，极大地促进了我党的驾驭市场经济能力的提升。改革开放以来，我党积极制定一系列的经济发展战略，这些战略促进了我国市场经济的发展，同时也具体体现了我党的驾驭市场经济能力。转变经济发展方式是我党为解决经济发展中出现的问题而提出的重大战略，我国市场经济建立的过程也是经济发展方式不断转变的过程，党的驾驭市场经济能力在这一过程中得到了提升。本文正是从我国经济发展方式转变的视角来探索我国市场经济发展形成的过程，分析研究了我党在这一进程中驾驭市场经济能力提升的表现。并结合当前我国发展的实际情况分析了进一步提升党驾驭市场经济能力面临的困难，以及相关的应对措施。文章除绪论外共分为四个部分：正文第一部分对驾驭市场经济与转变经济发展方式的概述；第二部分是改革开放后党对转变经济发展的探索；第三部分写转变经济发展方式中党驾驭市场经济能力的提升；第四部分写进一步提升党的驾驭市场经济能力分析。
[Abstract]:The development of market economy under socialist conditions and the realization of the combination of socialism and market economy are not only a great initiative for our Party, but also a new subject. Especially in our country after nearly 30 years of planned economy to develop the market economy, it faces more obstacles in the system, ideology and other aspects, so the development of market economy in China is a long-term and complex project. After the reform and opening up, under the leadership of Comrade Deng Xiaoping, our Party constantly explored the new road of the development of market economy in China, and gradually established the socialist market economy system with Chinese characteristics. In this process, our Party gradually realized that the ability to master the market economy is not only an important part of the Party's ruling ability, but also an important guarantee for the economic and social development of our country. Only if the Party has a strong ability to control the market economy, can it ensure that the market economy of our country "live without disorder, manage but not die", and realize the good and fast development of our country's economy and society. Therefore, in the building of our ruling ability, our party placed the ability to control the market economy in an important position. At the fourth Plenary session of the 16th CPC Central Committee in 2004, this ability was placed at the top of the five ruling abilities of the Party. Greatly promoted our party's ability to control the market economy. Since the reform and opening up, our Party has actively formulated a series of economic development strategies, which have promoted the development of China's market economy, but also embodied our party's ability to control the market economy. Changing the mode of economic development is an important strategy put forward by our Party in order to solve the problems in economic development, and the process of establishing a market economy in China is also a process of continuous changes in the mode of economic development. The Party's ability to control the market economy has been upgraded in the process. This paper explores the forming process of China's market economy from the perspective of the transformation of our country's economic development mode, and analyzes and studies the performance of our Party's ability to master the market economy in this process. Combined with the actual situation of the development of our country at present, this paper analyzes the difficulties faced by further improving the Party's ability to control the market economy, and the relevant countermeasures. In addition to the introduction, the article is divided into four parts: the first part of the text of the control of the market economy and the transformation of economic development, the second part is the party after the reform and opening up to explore the transformation of economic development; The third part is about the improvement of the Party's ability to control the market economy in the transformation of the mode of economic development, and the fourth part is about the further improvement of the Party's ability to control the market economy.
