江泽民统筹城乡发展思想研究

【摘要】：城乡失衡发展是由我国体制缺陷引起的问题。为了缩小城乡差距,温家宝总理在十七届五中全会上明确提出要转变经济结构增长方式。统筹城乡发展,解决“农村、农业、农民”问题越来越成为我国经济发展到一定程度所亟需解决的问题。自从新中国成立以来,党和国家领导人都十分重视我国“农村、农业、农民”的发展问题,以及我国城市、乡村发展之间的巨大差距,并且都提出了自己的一整套相关思想。江泽民同志担任党和国家重要领导人的时间内,针对我国“农村、农业、农民”的发展问题以及城乡失衡问题也进行了深刻的思考和细致的调查研究,提出了其相对完整的一套统筹城乡发展思想。江泽民统筹城乡发展思想是根据马克思主义相关原理,继承和发扬毛泽东、邓小平等同志的相关思想、理论,结合我国当时的实际情况,不断总结经验教训得出的,是党内集体智慧的结晶。它对我国统筹城乡发展理论的创新和完善做出了很大的贡献,对其后我国城乡统筹发展的实践具有极大的启发意义。本文首先总述江泽民统筹城乡发展思想的理论、实践背景以及创新性；其次从农村各领域建设和中国特色社会主义城镇化建设两个路径将江泽民统筹城乡发展思想分为“农村建设”和“城镇化建设”两部分,每部分又分别从经济、政治、文化、社会、生态五个角度进行详细论述,力求系统、完整展示江泽民统筹城乡发展的主要思想。最后,根据前述内容,对其为我国今后统筹城乡发展的理论、实践价值做出客观评价。
[Abstract]:The unbalanced development of urban and rural areas is a problem caused by the defects of our country's system. In order to narrow the gap between urban and rural areas, Premier Wen Jiabao at the Fifth Plenary session of the 17th CPC Central Committee explicitly proposed to change the pattern of economic growth. Planning the development of urban and rural areas and solving the problems of "countryside, agriculture, farmers" has become an urgent problem to be solved for the development of our economy to a certain extent. Since the founding of the people's Republic of China, the leaders of the Party and the state have attached great importance to the development of "countryside, agriculture and peasants" in our country, as well as the huge gap between the development of cities and villages in our country, and have put forward a whole set of related thoughts. During his time as an important leader of the Party and the state, Comrade Jiang Zemin also conducted profound thinking and meticulous investigation and study on the development problems of "rural, agricultural, and peasant" and the problem of the imbalance between urban and rural areas in China. Put forward its relatively complete set of urban and rural development ideas. Jiang Zemin's thought of coordinating urban and rural development is based on the relevant principles of Marxism, inheriting and carrying forward the relevant thoughts and theories of comrades Mao Zedong, Deng Xiaoping, and other comrades, and combining with the actual situation at that time in our country, he has continuously summed up the experience and lessons learned. It is the crystallization of collective wisdom within the Party. It has made great contributions to the innovation and perfection of the theory of overall urban-rural development in our country, and has great enlightening significance to the practice of the overall development of urban and rural areas in China. At first, this paper summarizes Jiang Zemin's theory, practice background and innovation of coordinating urban and rural development. Secondly, from the two paths of rural construction and socialist urbanization with Chinese characteristics, Jiang Zemin's thought of urban and rural development is divided into two parts: "rural construction" and "urbanization construction", each part of which is divided into economic, political and cultural aspects, respectively. Social and ecological five angles are discussed in detail in order to systematically and completely display Jiang Zemin's main idea of coordinating urban and rural development. Finally, according to the above contents, the author makes an objective evaluation on the theory and practice value of coordinating the urban and rural development in China in the future.
