邓小平农业政策思想研究

【摘要】：改革开放以来中国农业发展领域取得的巨大成就,离不开农业政策作用的发挥。科学农业政策指导下的中国农业发展,不仅解决了中国人的吃饭问题,同时对社会主义农业现代化,中国经济社会的发展进步都发挥了重要作用,因而农业政策也历来受到了党和国家领导人的高度重视。 本文选取邓小平的农业政策为研究对象,旨在对邓小平农业政策思想形成条件、主要内容和特点以及当今启示做出试探行分析。 论文首先对邓小平的农业政策思想的形成条件做出理论分析,主要涵盖邓小平农业思想的理论来源和邓小平农业政策思想的实践基础,邓小平的农业政策思想在继承和发展马克思主义农业发展和政策的思想基础上,建基于社会主义初级阶段的基本国情、社会主义市场经济的经济环境以及社会主义现代化建设的战略仃务中形成的。 其次依据政策过程理论对邓小平农业政策思想的内容和主要特点进行梳理,主要涵盖邓小平农业政策制定思想、农业政策执行思想和农业政策评估思想。在农业政策制定思想中要求坚持马克思主义的农业政策指导思想、确立农业发展的政策价值取向、秉承“事实求是’的农业政策制定原则、依据“群众路线”的农业政策制定方法；邓小平农业政策执行思想包括提出政策执行的关键在人、农业政策执行的稳定性与动态性性、政策执行部门应树立权威；邓小平农业政策评估思想包括“三个有利于”的农业政策评估标准、“不搞争论”的农业政策评估方式和农业政策是“实践检验”原则。纵观其整个农业政策思想体系,呈现出科学性、前瞻性和实效性的特点。 再次,对邓小平农业政策思想的现实启示做出试探性方向,主要包括要坚持科学的农业政策制定原则、严格贯彻落实农业政策、强化农业政策的评估等。
[Abstract]:Since the reform and opening-up, China has made great achievements in the field of agricultural development and cannot be separated from the role of agricultural policy. The development of Chinese agriculture under the guidance of the scientific agriculture policy not only solves the problem of the Chinese people, but also plays an important role in the modernization of the socialist agriculture and the development and progress of the economic and social development of China, so the agricultural policy has always been highly valued by the leaders of the Party and the country. This paper selects Deng Xiaoping's agricultural policy as the research object, and aims at the formation conditions, main contents and characteristics of Deng Xiao-ping's agricultural policy and the exploration of the enlightenment. The paper first analyzes the forming conditions of Deng Xiaoping's agricultural policy thought, which mainly covers the theoretical source of Deng Xiaoping's agricultural thought and the reality of Deng Xiaoping's agricultural policy thought. On the basis of the basic situation of the primary stage of socialism, the economic environment of the socialist market economy and the construction of the socialist modernization, Deng Xiaoping's agricultural policy thought is based on the thought of inheriting and developing the agricultural development and policy of Marxism. Secondly, according to the policy process theory, the content and main characteristics of Deng Xiaoping's agricultural policy thought are analyzed, which mainly covers the development of Deng Xiaoping's agricultural policy, the implementation of agricultural policy and the agricultural administration. In the development of agricultural policy, it is necessary to adhere to the guiding ideology of the agricultural policy of Marxism, to establish the policy value orientation of the agricultural development, and to follow the 鈥漈he agricultural policy development method of Deng Xiaoping includes the key to the implementation of the policy, the stability and the dynamic nature of the implementation of the agricultural policy, the authority of the policy enforcement department, and the thought of Deng Xiaoping's agricultural policy evaluation.鈥，
